A special meeting/public hearing of the Belle Plaine Community School District Board of Education was held on Tuesday, May 7, 2019 at 6:45 p.m. in the board room at Longfellow Elementary, Belle Plaine.

Members Present: Brad Cook, Mike Bachelder, Val Coffman

Members Absent: Rima Johnson, Marie Stratford

Administration Present: Chad Straight

Administration Absent: Heather Coover, Todd Werner

Board Secretary Present: Stacey Kolars

Visitors Present: None

Press Representative:  None

The meeting was called to order by Vice President, Brad Cook at 6:45 p.m.

AGENDA

Motion Coffman, second Bachelder to approve the agenda.  All voted, “aye.” Motion carried.

DELEGATIONS

There were no delegations.

BUSINESS ITEMS

1.  Approval of the Employment of Personnel – There was no action taken on this item.

2. Public Hearing on the 2019-2020 Belle Plaine CSD Budget – A public hearing was held on the 2019-2020 Belle Plaine CSD Budget.  Superintendent Straight stated that the property tax rate would be set at 16.61655 for the 2019-2020 year, as published.  There were no questions or comments.  There were no patrons present. There was motion by Coffman, second by Bachelder to close the public hearing.  All voted, “aye.”

3.  Approval of 2019-2020 Belle Plaine CSD Budget – There was motion by Bachelder, second by Coffman to approve the 2019-2020 Belle Plaine CSD Budget with the property tax rate of 16.61655 for the 2019-2020 year.  All voted, “aye.” Motion carried.

4. Change Date of May Regular Board Meeting – The current date for the May regular board meeting conflicts with the senior awards ceremony on Wednesday, May 15, 2019.  Superintendent Straight recommended the board change the date of the May regular board meeting to Tuesday, May 14, 2019 at 6:45 p.m.  There was motion by Bachelder, second by Coffman to approve Superintendent Straight’s recommendation.  All voted, “aye.” Motion carried.

5. Approval of Resolution of Support for City to Apply to Replace the Street Light/Traffic Light at School Crossing Intersection – Superintendent Straight presented a resolution to the board  in support of the City to apply for the Traffic Safety Improvement Program (TSIP) funds for the replacement of the street traffic signal at the Highway 21 (7th Avenue) and 7th Street intersection.  Superintendent Straight stated that the current traffic light is more than forty years old.

There was motion by Bachelder, second by Coffman to approve the following resolution:

RESOLUTION APPROVING GRANT APPLICATION FOR TRAFFIC SAFETY IMPROVEMENT PROGRAM (TSIP) FUNDS FOR HIGHWAY 21 (7TH AVENUE) AND 7TH STREET TRAFFIC SIGNAL REPLACEMENT PROJECT

WHEREAS the School Board of the Belle Plaine School District recognizes the need for traffic safety improvements at the Highway 21 (7th Avenue) and 7th Street Intersection because of its importance as a school route; and

WHEREAS the current signals at the intersection of Highway 21 (7th Avenue) and 7th Street are over 40 years old;

WHEREAS the proposed improvements to the Highway 21 (7th Avenue) and 7th Street Intersection includes the replacement of traffic signals to improve pedestrian and vehicular safety; and

WHEREAS the intersection is a primary route for elementary and middle school children and their families for the Elementary/Middle School; and

WHEREAS Highway 21 (7th Avenue) is a Primary Route through the City of Belle Plaine between Interstate 80 and Highways 30 and 21, and is four lanes at the intersection with 7th Street;

NOW THEREFORE LET IT BE RESOLVED THAT; the Belle Plaine School District of Belle Plaine Iowa supports the replacement of traffic signal improvements at the Intersection of Highway 21;

BE IT FURTHER RESOLVED THAT; the Belle Plaine School District supports the City of Belle Plaine’s pursuit of Traffic Safety Improvement Program (TSIP) funds from the Iowa Department of Transportation and authorizes the City to include our support in the application

On roll call vote: Cook, “aye;” Coffman, “aye;” Bachelder, “aye.” 

PASSED AND APPROVED:  This 7th day of May, 2019

There was motion by Coffman, second by Bachelder to adjourn the meeting.  All voted, “aye.” Motion carried.
