The Belle Plaine City Council met on May 20, 2019, at 6:00 p.m. in the council chambers with Mayor Dave Fish presiding. Present: Mary Pech, Judy Schlesselman, Mitch Malcolm, and Andy Neuhaus. Absent: Mark Tegeler. Also present: City Attorney Jennifer Zahradnik, City Administrator Jeff Horne, and City Clerk Jacki McDermott. The Pledge of Allegiance was recited.
Motion by Pech, seconded by Malcolm to approve the Consent Agenda, the Council Minutes of May 6, 2019, and bills received. On roll call vote, all voted Aye, motion carried.
Resident Comments: none.
Pech made a motion, seconded by Malcolm to approve spending $22,943 for a new pickup for the Public Works Department from Thys Motor in Belle Plaine. On roll call vote, all voted Aye; motion carried. A bid for a similar pickup was also received from John Grieder Motors for $27822.10.
Morgan Mitchell from Belle Plaine Community Development reported that four community leaders are attending a “Leading Communities” class with her. She also reported that she will be attending a Main Street Iowa workshop this week. The hanging baskets for downtown will arrive this Thursday. Also Morgan will be in charge of the flags on Main Street for now and is looking for a volunteer to take over that duty. She and Kate Robertson from Benton Development Group will be attending a Smart Conference in Des Moines. Greg Johnson also of BPCDC also discussed with the council the tentative set up for the July 3rd Car Show. They will work out the time closing for that event with Mayor Fish before the next council meeting.
There was no police report because Chief Hudson is gone to training.
Motion by Schlesselman, seconded by Neuhaus to approve the closing of 12th Street from 9th Avenue to 10th avenue every Friday starting June 1st to September 30th from 4:00 p.m. to 7:00 p.m. for the Farmer’s Market. On roll call vote, all voted Aye, motion carried.
Motion by Malcolm, seconded by Pech to approve the renewal of a Class B Native Wine Permit (WBN) with outdoor service for Cornerstone Apothecary at 731 12th Street, Belle Plaine, Iowa. On roll call vote, all voted Aye, motion carried.
Motion by Malcolm, seconded by Neuhaus to approve Resolution 19-5-3: a Resolution to set a public hearing on June 3, 2019, at 6:00 p.m. for the city council to consider the vacating of the alley located at “the North-South Alley lying North of 11th Street between 1st Avenue and 2nd Avenue, adjoining Lot Five (5) in Blossom’s Second Addition to Belle Plaine, Iowa.” (Deals with the property located at 110 11th Street). On roll call vote, all voted Aye, motion carried.
Motion by Pech, seconded by Malcolm to approve Resolution 19-5-4: a Resolution to set a public hearing on June 17, 2019, at 6:00 p.m. for delinquent animal licenses. On roll call vote, all voted Aye, motion carried.
Motion by Pech, seconded by Schlesselman to approve a motion to approve the application of Joel Hanzelka for tax abatement under the Belle Plaine Revitalization Plan (904 9th Avenue- new addition, new siding, removed old housing structure and new steel roof). On roll call vote, all voted Aye, motion carried.
Jeff Horne, City Administrator, told the Council he needs a volunteer for the Design Committee for the Business Incentive Program of Belle Plaine Community Development to help update the requirements for grants. Judy Schlesselman volunteered. He told the council that the solar project is in the next phase now. The electricians are hooking up the equipment and there will be a date when service is converted to solar. A fence will also be erected as soon as possible. He also told the council the street sweeper is still being serviced and the part is supposed to arrive on Wednesday. Regarding the sewer project, there is still a need to hydro seed the area and calibrate the flow meters. Also the effluent pipe to the creek needs to be sealed. The new basin is half full with the recent rains.
Mayor Dave Fish attended several meetings including Benton County Landfill Board, Benton Development Group, and East Central Iowa Council of Governments (ECICOG). The Landfill Board is asking the County Board of Supervisors to rescind the resolution regarding putting recycled material in the landfill and allowing the Commission the power to make that decision. East Central Iowa Council of Governments (ECICOG) is looking for a new director and he is on the committee to choose the new director. The mayor also told the council that a Census Committee has been formed to make sure that the city gets an accurate count for the census next year. The City Administrator, City Clerk and Mayor are on the committee. The public is also reminded that there are census jobs if people are interested to apply.

Motion by Schlesselman, seconded by Malcolm to enter into closed session at 7:00 p.m. under Iowa Code 21.5 (1) (j) to discuss the professional competency of an individual whose appointment, hiring, performance, discharge is being considered when necessary to prevent needless and irreparable injury to that individual’s reputation and that individual requests a closed session, for the evaluation of the City Administrator. On roll call vote, Pech, Neuhaus, Malcolm, & Schlesselman all voted aye. There were no negative votes. Tegeler was still absent. Motion carried. The City Clerk was excused.
On a motion by Neuhaus with a second from Pech the council on a roll call vote 4-0 to come out of closed session at 7:58 pm. (Pech, Neuhaus, Malcolm, & Schlesselman all voted aye. There were no negative votes. Tegeler was still absent.)
On a motion by Malcolm with a second by Pech the following motion was passed:
A resolution should be drawn up to give all non-union workers a raise of $.55 per hour or its percentage equivalent for the next year at the next regular council meeting. On roll call vote, all voted Aye, motion carried.
Then on a motion by Schlesselman with a second from Malcolm the council voted to adjourn at 8:04 pm. On a roll call vote, all voted aye; motion carried.
