
Minutes of Atkins City Council Meeting
July 1st, 2019 Atkins, Iowa
Council met in regular session. Members present by roll call were: Mayor Bruce Visser, Robert Spading, Heather Rinderknecht, Tim Harbach and Joey Svejda. Absent: Rodney Haerther.
Mayor Bruce Visser called the meeting to order at 7:34 pm. Also, present: Amber Bell City Clerk. Todd Damon Atkins Public Works, Dan Rammelsberg came later in the meeting.
Harbach made a motion to approve the consent agenda including:
- City Council Minutes of Regular Meeting June 17th, 2019.
- City Council Minutes of Special Meeting June 26th, 2019.
- Accept and File Recycling Certificate Midwest Electronics Cleanup Day.
- Accept and File notice from FEMA, FIRM MAP (Flood) approval.
- Accept and File Application for Stone Ridge Addition Preliminary Plat.
- Accept and File Engineers memo 6-20-2019 Stone Ridge Addition Preliminary Plat Review.
- Accept and File Atkins Community Club request for road closing, Lease of Property and fireworks display permit, related to Atkins Watermelon Day 2019 Celebration.

Harbach made a motion to adopt resolution #726, a Resolution to approve street closing and leasing of city property to the Atkins Community Club. Svejda seconded the motion. Ayes: Svejda, Rinderknecht, Spading and Harbach. Nay: None. Absent: Haerther. Motion carried.
Harbach made a motion to adopt resolution #727, A Resolution adopting the memorandum of agreement (MOA) with the Iowa Statewide Interoperable communications system board (ISICSB), to join the Iowa Statewide Interoperable
Communications System (ISICS). Spading seconded the motion. Ayes: Svejda, Rinderknecht, Spading and Harbach. Nay: None. Absent: Haerther. Motion carried.
The City Council had a discussion on code enforcement. The Council discussed some code violations in the City and what steps to take next with them. The council also discussed the Recycling Program in the City of Atkins. The program is having to reject some of the Recycling loads due to contamination from food or other products. The city is pursuing getting additional training and documents that would help educate the residents on the best recycling practices.
The Council also discussed having a special session to put together a parks master plan. Discussing the future vision of the existing and possible future parks in Atkins. The Council also discussed Atkins Public Works Updates.
The next regular council meeting was Monday, July 15th, 2019 at City Hall, 480 3rd Avenue at 7:30 PM.
