The Belle Plaine City Council met on July 24, 2019 at 6:00 p.m. in the council chambers with Mayor Dave Fish presiding. Present: Judy Schlesselman, Mitch Malcolm, Mary Pech (by phone), Mark Tegeler and Andy Neuhaus. Also present: City Attorney Jennifer Zahradnik and City Clerk Jacki McDermott.

Neuhaus made a motion, seconded by Malcolm to approve a $2,100 package from Callahan Municipal Consultants that will include placing ads for a new city administrator and narrowing the search to four candidates for interviews. Also ranking all the candidate & putting their resumes on a gmail site for the council to review. On roll call vote, all voted Aye, motion carried.
Malcolm made a motion, seconded by Pech to approve a tower contract with Kirkwood Community College for a rental fee of $1,200 per year for ten years with two spaces for sub-tenants included in this price and $500 for every sub-tenant to be added, with an inflation escalation of 2% per year, and with an option to renew after 10 years. This also includes keeping the City of Belle Plaine police antenna on the site. On roll call vote, Malcolm, Pech and Schlesselman voted Aye, Neuhaus was opposed and Tegeler was opposed. Motion carried.
Tegeler made a motion, seconded by Neuhaus to close 8th and 9th Avenues from 12th Street to 11th Street from 9:30 a.m. until 11:00 a.m. on July 31, 2019 for a steam train visit. On roll call vote, all voted Aye, motion carried.
Motion by Schlesselman, seconded by Malcolm to enter into closed session at 6:37 p.m. per Iowa Code 21.5 (1) (j) to discuss the purchase of particular real estate only where premature disclosure could be reasonably expected to increase the price the governmental body would have to pay for that property. On roll call, Pech, Neuhaus, Schlesselman, Tegeler, and Malcolm all voted Aye. Motion carried. The minutes and the tape recording of the closed session will be available for public examination when the transaction discussed is completed.
Motion by Neuhaus, seconded by Malcolm to come out of closed session at 6:59 p.m. Motion by Neuhaus, seconded by Schleseelman for the mayor to carry out the original contract for purchase of land. On roll call, Pech, Neuhaus, Schlesselman, Tegeler, and Malcolm all voted Aye. Motion carried.
Motion by Neuhaus to adjourn the meeting, seconded by Tegeler. On roll call vote, all voted aye. Meeting adjourned at 6:59 p.m.
