The Belle Plaine City Council met on August 5, 2019, at 6:00 p.m. in the City Council Chambers with Mayor Dave Fish presiding. Present: Judy Schlesselman, Mitch Malcolm, Andy Neuhaus, Mary Pech and Mark Tegeler. Also present City Clerk Jacki McDermott.

The Pledge of Allegiance was recited.

Motion by Schlesselman to approve the consent agenda consisting of council minutes from July 15, 2019, approving amending the minutes of the June 17th meeting reflecting the passage of the Ron Metz tax abatement, approve amending the July 15th minutes to change the Library board date from June 2 to June 25, and bills received, second was by Malcolm. On roll call, all voted aye. Motion carried.

Residents Comments: None.

Librarian Kristi Sorensen gave the Library Report for the year. There will be an open house on August 20th from 5:00-6:30 p.m., and she invited all the public to attend. This year there were 14,273 patrons, an average of 56 per day. There has been a 25% increase in use of digital materials. Summer programming served 103 children. Mitch Malcolm, Don Drahos and Linda McCann all gave programs this year. The Scholastic Book Fair was a success. The Dr. Seuss show with Duffy Hudson was very well attended. There were 20,367 items checked out. Security cameras, three new furnaces and solar panels were installed. They have 27 themed kid kits now and are developing more. They also have added a Lego table and a puppet table.

Lyle Morrow had asked for the elimination of a city tax assessment of $1,679.42 for unpaid water, sewer and garbage utilities on the property at 702 15th Street. The assessment was all for utility charges at the residence by the previous owner, which the city could attempt to recoup through Income Offset. Andy Neuhaus noted that in the interest of getting the house refurbished and back on the market, possibly fees could be forgiven. For example, some assessments have been released because they were for mowing or snow removal only. Pech was opposed if the City has out-of-pocket costs for utility bills. Motion by Neuhaus, seconded by Tegeler to reimburse Morrow for $609.96 water and $609.96 sewer, and the city attempt to recoup through Income Offset. Malcolm, Neuhaus and Tegeler all voted Aye, Pech and Schlesselman were opposed; the motion was approved.

Motion by Tegeler, seconded by Schlesselman to approve Resolution 19-08-01 approving Kirkwood Community College’s desire to entire into an agreement with SWIF-IOWA, LLC for the sale of the communication tower located on the Belle Plaine Water tower site. On roll call, Tegeler, Pech, Malcolm, and Schlesselman all voted Aye, Neuhaus voted no. Motion carried.

Motion by Malcolm, seconded by Neuhaus to approve Resolution 19-08-02 approving the request of the Rotary Club to install a bus stop shelter in the city right of way adjacent to parcel #030, 50875 (old junior high building-Lincoln Building) on 9th Avenue. On roll call, all voted Aye. Motion carried. Council insisted that this be installed so it did not cause a sight problem for anyone esp. at the intersection.

Motion by Schlesselman, seconded by Pech to approve Resolution 19-08-03 approving a new three-year contract with Faller, Kinchloe & Co, PLC for audit services for the City of Belle Plaine. On roll call, all voted Aye. Motion carried.

Motion by Pech, seconded by Tegeler to approve Resolution 19-08-04: a Resolution approving the transfer of funds and closing the Airport Runway 18/36 project funds. On roll call vote, all voted Aye, motion carried.

Motion by Malcolm, seconded by Schlesselman to approve Resolution 19-08-05 approving the grant application for Traffic Safety Improvement Program funds for Highway 21 (7th Avenue) & 7th Street traffic signal replacement. On roll call, all voted Aye. Motion carried.

Motion by Pech, seconded by Tegeler to approve the application of Swen and Kiara Arwine for tax abatement under the Belle Plaine Revitalization Plan (801 9th Avenue, Belle Plaine, Iowa, total rebuild). On roll call, all voted Aye. Motion carried.

Motion by Tegeler, seconded by Neuhaus to approve the application of Tad and Lauren Jacobi for tax abatement under the Belle Plaine Revitalization Plan (706 19th Street, Belle Plaine, Iowa, major remodel). On roll call, all voted Aye. Motion carried.

Motion by Malcolm, seconded by Schlesselman, to approve the application of Hair by Halle for a Belle Plaine Business Incentive Grant of $4,500 for 1213 9th Avenue. On roll call, all voted Aye. Motion carried.

Motion by Pech, seconded by Malcolm to award the contract for the demolition of the city owned property at 1608 7th Avenue to Hatch Grading at Dysart for $12,890.00. On roll call, all voted Aye. Motion carried.

Motion by Neuhaus, seconded by Schlesselman to approve a plumber’s license for Schrader Excavating and Grading from Walford, Iowa for April 1, 2019 to April 1, 2020. On roll call, all voted Aye. Motion carried.

Motion by Schlesselman, seconded by Pech, to approve the Belle Plaine Museum request for street closure on August 23rd from 11:00 a.m. to 4:00 p.m. They will be having lunch at the Legion and want to stop all the vehicles and block off 12th Street from 9th Avenue to 11th Avenue. They also want police to control traffic on 13th Street when they approach onto 12th Street at 12:30 p.m. On roll call, all voted Aye. Motion carried.

The Mayor shared with the Council that the City of Belle Plaine has made a deal with Thys Motors to buy the triangle piece of land across from the old Raleigh Johnson/Thys Motors. Mayor was also to clear up a few items with Callahan Municipal Consultants concerning the ad for the new city administrator.

Correspondence: A new packet from Callahan Municipal Consultants was presented to the council.

Old Business: Mitch Malcolm will put a note on the Sesquicentennial page to ask public opinion on changing the council meeting nights to Wednesday.

Motion by Neuhaus to adjourn the meeting, seconded by Tegeler. On roll call vote, all voted Aye, motion carried. Meeting adjourned at 6:57 p.m.
