6. A. Discuss for approval an incentive grant application under the Belle Plaine Business Incentive program for Garling Construction at 1120 11th Street, Belle Plaine, Iowa.
B. Discuss for approval an incentive grant application under the Belle Plaine Business Incentive program for Bill Grieder for remodeling the building to house BPCDC at 702 12th Street, Belle Plaine, Iowa.
7. Discuss for possible approval an Engineering Services Contract Agreement concerning a Water System Study with Veenstra & Kimm, INC.

10. A. Discuss for approval the first reading of Ordinance 99: an ordinance amending the code of ordinances of the City of Belle Plaine, Iowa by voiding a previous Ordinance 99 and by amending provisions pertaining to sewer service charges.
B. Discuss for approval to waive the second reading of Ordinance 99: an ordinance dealing with sewer charges.
C. Discuss for approval to waive the third reading of Ordinance 99: an ordinance dealing with sewer charges. (We are doing all three because the service charge change was approved once before at meetings on June 3, 2019, June 17, 2019, & July 1, 2019.)
11. Discuss for possible approval the first reading of Ordinance # 160: an ordinance amending the code of ordinances of the City of Belle Plaine, Iowa, by amending provisions pertaining to floodplain management. (Note areas where we have to make alternate or optional language selection.)
12. Committee of the Whole:
A. Discuss moving council meetings to Wednesday night.
B. Discuss the composition of the Housing Grant Committee.

14. Consideration of a motion approving the Knights of Columbus request to sell Tootsie Rolls at the intersection of 7th avenue & 13th street from 7:30 am until 2:00 pm on Saturday September 14, 2019 (Iowa vs. Iowa State football game at 3:00 pm)
