6. Discuss for the Engineering Services Contract Agreement concerning a Water System Study with Veenstra & Kimm, INC

7A. BPCDC Report: Morgan Mitchell

7B. Discuss for approval blocking off parking in front of the Sound Park from 9:00am to 11:30 am on Saturday September 21, 2019 & adjusting the parking across the street to keep traffic flowing. (BPCDC meet with Al.)

7C. Discuss for approval closing of 12th Street (Main Street) on Sunday October 27, 2019 from 8th Avenue to 9th Avenue from 1:00 pm to 7:00 pm for the new improved Trunk or Treat. (BPCDC may be flexible on street closure beyond 9th avenue)

8. Consideration of a motion setting the hours of residential Trick or Treat for Belle Plaine from 5:00 to 8:00 pm on Thursday October 31, 2019.

9. Belle Plaine Police Report: Chief Hudson

10. Discuss for possible approval Resolution #19-09-02, a resolution approving the Iowa Department of Transportation 2019 Street report and authorizing the city clerk to sign the same.

11. Discuss for possible approval resolution #19-9-3: a resolution approving that Reserve Officer Pat McLeod is certified to carry weapons (handgun, shotgun, & Taser) while on duty with the Belle Plaine Police Department in accordance with the Chapter 80D.7 of the Iowa Code.

12. Discuss for possible approval the first reading of Ordinance # 160: an ordinance amending the code of ordinances of the City of Belle Plaine, Iowa, by amending provisions pertaining to floodplain management. (Note areas where we have to make alternate or optional language selection.)

13. Discuss for approval resolution #19-9-4: a resolution approving the “subdivision of the Wayne Parizek property at 1611 12th Avenue, Belle Plaine, Iowa. (As approved by the BP Planning & Zoning Board)

14. Discuss for possible approval a Belle Plaine Business Incentive Grant for Drahos Shoe Store (Don Drahos) at 722 12th Street, Belle Plaine, Iowa.
