A special meeting of the Norway City Council called to order by Mayor Bruce Volz at 3:00 PM. Roll Call – Present: Jay Hahn, Darrell Schulte, Loras Schulte. Absent: Curtis Mell.
Mayor Volz administered the Oath of Office to Council appointee Kevin Frese to fill a vacancy. Frese joined the meeting.
Motion L. Schulte seconded by D. Schulte to accept agenda. Motion carried, 4-0.
Mayor Volz opened the Public Hearing on the Proposed Property Tax Levy at 6:03 PM. Hearing no comments, oral or written, motion L. Schulte, seconded by D. Schulte to close the public hearing at 6:06 PM. Motion carried, 4-0.
Resolution 20-02 – Approving the Maximum Tax Dollars from Certain Levies for the City’s Proposed FY 20-21 Budget was introduced by motion of L. Schulte, seconded by D. Schulte. Motion carried, 4-0.
Ordinance 315 – Amending Zoning Regulations for Accessory Buildings and Structures introduced by L. Schulte, seconded by D. Schulte. Roll call: Ayes: Hahn, Frese, D. Schulte, L. Schulte. Nays: None. Absent: Mell. Ordinance 315 passes the 1st reading.
Discussion of citizen’s plowing snow on City streets and damage to streets and curbs. Mayor will prepare a letter citizen’s reminding them that City streets should only be done by City employees as well as regulations of parking on street during snow events.
Discussion on setting fees for snow removal and mowing of properties by City employees or their designee. The ordinance will be looked at to evaluate the not to exceed height requirements of grass. A resolution will be prepared to set the charges for snow removal and mowing.
Curtis Mell joined the meeting at 6:30.
Discussion on complaints received of cats at large accessing a vacant property. A letter has been sent to the property owner. If no response is received the attorney will be contacted for further action.
Discussion on the conditions present at commercial property on Railroad St. The attorney will be contacted as to how to proceed with commercial property.
Budget workshop conducted.
Motion L. Schulte seconded by D. Schulte to adjourn at 7:05 PM. Motion carried, 5-0.
Next meeting is scheduled for March 9, 2020 at 6 PM.
