COUNCIL PROCEEDING
March 5, 2020
The regular meeting of the Keystone City Council was held Wednesday, March 5, 2020, at 6:00 pm. Roll Call members present: Behrens, K.Janss, Kaiser, Kruse and Upah. Absent: none. Also Present: Mike Stoner, Keystone Resident and Dave Monson, City Superintendent. Mayor, Erin Janss called the meeting to order.

The mayor led the council and guest(s) in the Pledge of Allegiance.
Motion made by Behrens, second by Kruse to approve the February 2020 minutes. Motion carried. All voted aye.
Motion made by Kaiser, second by Behrens to approve the February Treasurer Report. Motion carried. All voted aye.
Motion made by Kruse, second by Upah to open the public hearing regarding residents failing to show cause on why they did not license their pets. Motion carried. All voted aye. The Mayor asked for any questions or comments. No written comments or questions from the clerk. No verbal or written comments or questions from the council or audience. Motion made by Kaiser, second by Behrens to close the public hearing. Motion carried. All voted aye.
The Mayor advised the clerk to take the next steps requesting the sheriff’s office to contact the residents that have not registered their pets.
Motion made by K.Janss, second by Upah to approve a request from Dan Gahring, Gahring Machine, to fill in the ditch west of the building. Motion carried. Aye: Behrens, Kruse, K.Janss, Upah. Nays: Kaiser.
Motion made by Kruse, second by Upah to approve Resolution 3-1-20, Transfer of funds. Motion carried. All voted aye.
Motion made by K.Janss, second by Behrens to approve Resolution 3-2-20, Designating Newspapers. Motion carried. All voted aye.
Motion made by Upah, second by Kruse to approve Resolution 3-3-20, Vacate Easement. Motion carried. All voted aye.
Motion made by Kaiser, second by K.Janss to approve the First Reading of Ordinance 101 Raising the Water Rates. Motion carried. All voted aye.
Motion made by Upah, and Behrens to approve the First Reading of Ordinance 102 Raising the Sewer Rates. Motion carried. All voted aye.
Motion made by Behrens, second by K.Janss to approve the First Reading of Ordinance 103 Raising the Garbage Rates. Motion carried. All voted aye.
Motion made Kaiser, second by Kruse to request KSZ Law to send a First Notice letter to the owners at 204 Railroad Street Dangerous Building. Motion carried. All voted aye.
Motion made by K.Janss, second by Upah to accept the contract for Weed Control at the park. Motion carried. All voted aye.
Motion made by K.Janss, second by Kruse to accept the bid from Scharnweber to replace bulbs on the decorative light poles. Motion carried. All voted aye.
Motion made by Kruse, second by Kaiser to approve the bills as read. Motion carried. All voted aye.
