Minutes of Atkins City Council Meeting
July 20th, 2020 Atkins, Iowa
Council met in Regular Meeting. Members present were Nathan Shepard, Heather Rinderknecht, Joey Svejda, Lana Robison, and Robert Spading. Absent: None. Mayor Bruce Visser and Amber Bell City Clerk. Kara Bullerman City Attorney, Nick Eisenbacher from Snyder & Associates, Jarrod Tomlinson and Todd Damon from Atkins Public Works, Nicole Roos and Mike Palumbo were also on the teleconference. Mayor Bruce Visser called the work session portion of the meeting to order at 6:00 pm.
Rinderknecht made a motion to Approve the work session agenda. Shepard seconded the motion. Ayes: Svejda, Shepard, Rinderknecht, Spading and Robison. Nay: None. Absent: None. Motion carried.
The Council discussed the Employee Handbook. The Council discussed policies and changes they would like in a new Employee Handbook for the City of Atkins. No Action was taken in the work session.
Rinderknecht made a motion to adjourn the work session. Svejda seconded the motion. Ayes: Svejda, Shepard, Rinderknecht, Spading and Robison. Nay: None. Absent: None. Motion carried.
Mayor Bruce Visser called the Regular Session meeting to order at 7:00 pm. Spading made a motion to approve the consent agenda for July 20th, 2020 which included:
- Approve Council Minutes of June 29th, 2020 work session and regular session.
- Approve Council Minutes of July 6th, 2020 work session and regular session.
- Approval of Mayors appointment of Mike Palumbo, to the Atkins Zoning Board or
Adjustments. - Approval of Mayors appointment of Erin Clausen, to the Atkins Drainage Committee.
- Approval of Resolution 784 A Resolution to Approve Street Closing August 1st, 2020.

The Motion includes adding a payment to Future Line of $220.81 and correcting a vote in the July 6th, 2020 Minutes. Svejda voted Nay on the vote to approve a traffic study.
Rinderknecht seconded the motion. Ayes: Svejda, Rinderknecht, Spading and Robison. Nay:
Shepard. Absent: None. Motion carried.
Mayor Visser opened a Public Hearing concerning Ordinance 221 Amending City of Atkins, Iowa Code of Ordinances Chapter 63 Speed Regulations at 7:35 pm. The City received no
written comments and opened to take public comments. Mayor Visser closed the Public Hearing.
Robison made a motion to approve the first reading of Ordinance 221 Amending the City of Atkins, Iowa Code of Ordinances Chapter 63 Speed Regulations. Spading seconded the motion. Ayes: Svejda, Shepard, Rinderknecht, Spading and Robison. Nay: None. Absent: None. Motion carried.
The Council heard a presentation from Dave Sampson from G Works a municipal software
provider. The Council took no action on this item and requested updated quotes from G Works.
Svejda made a motion to approve the installation of the Radar Speed Signs and Damon will
decide the location. Spading seconded the motion. Ayes: Svejda, Shepard, Rinderknecht, Spading and Robison. Nay: None. Absent: None. Motion carried.
The Council discussed the Expenditures of Planning and Zoning. Bell will provide more
information to the Council on the Expenditures.
Shepard made a motion to have Shepard be a liaison with the State Auditor with the Agreed
upon Procedures. Svejda seconded the motion. Ayes: Svejda, Shepard, Rinderknecht, Spading and Robison. Nay: None. Absent: None. Motion carried.
Shepard made a motion to have the City Clerk provide a copy of all the bill’s, CC Statements,
Bank Statements monthly. Rinderknecht seconded the motion. Ayes: Svejda, Shepard,
Rinderknecht, Spading and Robison. Nay: None. Absent: None. Motion carried.
Shepard made a motion to get a delinquent Utility Report and a breakdown on the form of
payment. Rinderknecht seconded the motion. Ayes: Svejda, Shepard, Rinderknecht, Spading
and Robison. Nay: None. Absent: None. Motion carried.
Shepard made a motion to add the Mayor Pro Tem to sign all timecards. Spading seconded the motion. Ayes: Svejda, Shepard, Rinderknecht, Spading and Robison. Nay: None. Absent:
None. Motion carried.
The Council discussed creating a work session to address economic development for the City
of Atkins. The Council also discussed creating a Park Master Plan. No Action was taken on
these items. Spading left the meeting.
Svejda made a motion to proceed with the replacement of Water Treatment System RO Membranes. Robison seconded the motion. Ayes: Svejda, Shepard, Rinderknecht and Robison. Nay: None. Absent: Spading. Motion carried.
Robison made a motion to approve the Position Description for a Public Works 1 and job posting information. Rinderknecht seconded the motion. Ayes: Svejda, Shepard, Rinderknecht and Robison. Nay: None. Absent: Spading. Motion carried.
The Council opened the meeting for other business.
The Council will have a Work Session Council Meeting on Monday, August 3rd, 2020 at 6:00pm, at Atkins City Hall, 480 Third Avenue Atkins, Iowa. The next Regular Council Meeting will meet on Monday, August 3rd, 2020 at 7:00pm, at Atkins City Hall, 480 Third Avenue Atkins, Iowa. Due to the declared State of Emergency the Council meeting will be
conducted using teleconference. The Next Meeting Agenda will include instructions to access the system.
Svejda made a motion to adjourn to closed session as allowed by Iowa Code Section
21.5(1)(i). The closed session has been reviewed by the City Attorney. Rinderknecht seconded the motion. Ayes: Svejda, Shepard, Rinderknecht and Robison. Nay: None. Absent: Spading. Motion carried.
Shepard made a motion to reconvene to the Regular Meeting of the Council. Svejda seconded the motion. Ayes: Svejda, Shepard, Rinderknecht and Robison. Nay: None. Absent: Spading. Motion carried.
