City Council Special Meeting Work Session – Rebuilding the Fire Station

Wednesday, May 24, 2023, at 6:00 p.m.
Mayor Visser called the meeting to order at time 6:01 p.m. Present were Bell, DeMeulenaere, Kohen, Petersen, and Steffen. Also present were City Attorney- Eric Martin, Groskurth, members of the Atkins Fire Department, members of the Linn/Benton Fire District board, Architect Al Buck with Solum Lang Architects, and Financial Advisor Maggie Burger with Speer Financial, and members of the public.
Al Buck, Architect with Solum Lang Architects presented a preliminary design and the construction estimate of $6 million to rebuild the fire station. Buck stated the fire station is considered a class 4 critical infrastructure building per building codes.
Maggie Burger, with Speer Financial of Waterloo, presented a financial plan to fund the rebuilding of the fire station, water system improvements and road improvements.
Dan Rammelsburg, Atkins Fire Chief, stated the requirements of the fire department equipment and the building.
Ben Kurka, EMS Chief, stated emergency medical requirements of the fire department.
Members of the public stated support for the fire department.
Mayor stated requirements for federal funding and building code requirements for fire department facilities.
Mayor declared meeting adjourned at 8:10 p.m.

Steffen moved to approve Resolution 2023-05-08 approving Atkins Community Club’s request for Fireworks Permit and Display. Bell seconded. Aye: Bell, DeMeulenaere, Koehn, Petersen, Steffen. Motion carried.
Steffen moved to approve Resolution 2023-05-09 approving annual insurance renewal invoice to LB Anderson Insurance. DeMeulenaere seconded. Aye: Bell, DeMeulenaere, Koehn, Petersen, Steffen. Motion carried.
Steffen moved to approve the second Reading of Ordinance No. 228 Amending the Code of Ordinance of the City of Atkins, Iowa, 2005, by amending the provisions pertaining to Solid Waste Service Charges.
Petersen seconded. Aye: Bell, DeMeulenaere, Koehn, Petersen, Steffen. Motion carried.
Petersen moved to approve the first Reading of Ordinance No. 229 Amending the Code of Ordinance of the City of Atkins, Iowa, 2005, by amending the provisions pertaining to Sewer Service Charges. Koehn seconded. Discussion.
Bell moved to amend motion to table Ord No. 229. Amended motion died to lack of a second.

Mayor Pro-Tem gave the mayor’s report. FEMA has obligated Storm Cleanup dollars. Mayor and Administrator attended mandatory Fraud Prevention training so the city can receive federal funds.

Mayor Pro-Tem Petersen called the meeting to order at time 6:01 p.m. Present were Bell, DeMeulenaere, Kohen, Petersen, and Steffen. Also present were City Attorney Eric Martin, Groskurth and members of the public.
Council reviewed and discussed draft Council Policies and Procedures received from Lynch Dallas.
The council scheduled a meeting to continue discussion for June 6, 2023.
Steffen moved to adjourn. Koehn seconded. Motion carried.

Iowa cities are required to publish the wages of its employees annually. The State Auditor’s Office has suggested that cities can satisfy the publication requirement by annually publishing the gross wage amount of its employees.
