Norway City Council – June 12, 2023

June 12th, 2023
Regular meeting of the Norway City Council was called to order by Mayor Bruce Volz at 5:00 PM. Roll Call – Present: Robby Miller, Karson Kuester, Kevin Frese, Absent: Ron Miller, & Kelly Luedtke.
Motion to accept agenda, minutes, claims, & treasurer’s report presented by Robby Miller and seconded by K. Frese. Motion carried 3-0.
Motion K. Kuester seconded by Robby Miller to approve resolution 23-07: Addition of a Streetlight on Line St. Motion carried 3-0.
Motion K. Kuester seconded by K. Frese to approve resolution 23-08: FY24 Wage Increase. Motion carried 3-0.
Nick Eisenbacher with Snyder & Associates was present to explain the received estimates on options to increase the city’s water pressure. With the consideration of the age of the existing water tower the city is looking at options to possibly replace the water tower with a new one as well as add new booster pumps and reduction valves. The DNR could possibly require the city to replace the water tower due to its age as well. The city is looking into grant funding and other funding options to complete this project. A special council meeting to make a final determination to follow.
First reading of Ordinance 337: Install a handicapped parking sign in front of 1 parking space at 106 W Johnson St. Roll Call Vote: Ayes: Kevin Frese, Robby Miller, and Karson Kuester. Nays: None. Absent: Kelly Luedtke & Ron Miller. The first reading of Ordinance 337 passes 3-0.
Motion K. Frese seconded by K. Kuester to approve a cigarette permit for 2023-2024 for the Depot Express. Motion carried 3-0.
Motion K. Kuester seconded by Robby Miller to approve 2023-2024 Class C Retail Alcohol license for Prairie Creek Saloon. Motion carried 3-0.
Mayor Volz is working closely with the insurance company regarding the relocation of the emergency siren.
The city should find out in the month of June if the grant of $35,000 for a new power generator will be granted.
Nuisance Properties: The owner of 510 W Railroad St will be receiving an additional letter to prompt clean up of the property. If clean up is not done within 10 days of receiving the letter, the city has the right to clean the property and assess the property owner for the costs. A letter was sent to the owner of the partly demolished house on Euclid Ave. to complete the demolition. A notice of municipal infraction will be served should the demolition not be completed. Please note: Iowa State building code does not allow individuals to inhabit a residence without running water nor can a residence be left abandoned.
Building Permits: 112 E Tuttle – 5ft Black Chain link Fence, Norway Rec- adding onto an existing shed, 301 E Washington- Detached Garage.
Public Comments: The old grocery store across from the Depot Express (200 Railroad St) will be demolished sometime in July 2023. The concern of asbestos and termites in that building were mentioned. The DNR will be contacted regarding asbestos and termites. The concern of a sick fox seen around town was mentioned. The city cannot legally trap wild animals. Mayor Volz will make another phone call to see what can be done about sick wild animals. The final concern that was brought up was the need to see growth in Norway by purchasing land and building homes and businesses.
Motion K. Frese seconded by Robby Miller to adjourn the meeting at 6:00pm. Motion carried 3-0.
