September 11th, 2023
Regular meeting of the Norway City Council was called to order by Mayor Bruce Volz at 5:00 PM. Roll Call – Present: Karson Kuester, Kevin Frese, Robby Miller, Kelly Luedtke, Christopher Van Horn. Absent: None.
Motion to accept agenda and claims presented made by K. Frese and seconded by K. Kuester. Motion carried 5-0.
The alley erosion concern located between Tuttle Street and Washington Street at the 100 block was again discussed. The alley ordinance stating the homeowner’s responsibility was verbalized. The city will consider the alley approaches during the next budget planning process to prevent further erosion.
Well #3 was again discussed to consider capping it or fixing it and the costs associated with both options.
The pressure booster system project was again discussed. The city is working diligently to begin the project and is working through all of the requirements brought forth per the DNR. The council wants all citizens to understand that water quality is not affected, and the issue is that the current water system does not meet minimum pressure requirements. The city is working to get clarification from the DNR about the ability to build new homes on existing lots. All citizens of Norway will be informed before project work begins.
A document containing council rules of procedure was presented to the council. After the council’s consideration the council voted to accept and adopt the rules of procedure. Ayes: K. Luedkte, R. Miller, C. Van Horn, K. Kuester, K. Frese. Nays: None.
The emergency siren location has been secured and located. CR Signs will be installing the siren very soon.
The grant request for the power generator at the fire station has been completed. The city is waiting for the confirmation that a power generator can be purchased using the reimbursable grant. Other grant requests are in the works to receive public works equipment.
Building permits approved include: 212 E Tuttle St-sidewalk/concrete pad, 216 E Tuttle-Sidewalk, 301 E Washington- Garage, 304 Railroad St- Retaining Wall, 402 Harper- Driveway, and 101 Bickel St- Storage Garages.
Nuisance properties are being handled by the city attorney. The city is working to establish information concerning abandoned/empty houses.
The fire hydrant located on east railroad st has been inspected. Other hydrants in town are old and will need to be repairs or replaced in the next several years. The city will budget for fire hydrant repairs in the upcoming budget planning process. Regular maintenance schedules for the fire hydrants were discussed.
Motion to adjourn at 6:00pm made by K. Kuester and seconded by K. Frese. Motion carried 5-0.
