City Council Regular Meeting
Monday, September 11, 2023 – 6:00 PM
Mayor Boddicker opened the regular meeting at 6:00 PM.
Roll Call: Council Present: Campbell, Cross, Wendel, Rinderknecht, Seeck
Approval of the Agenda: Motion by Wendel, 2nd Campbell approving the agenda, all yes, motion carried.
Department Reports
Public Works: Blowers at lagoon were serviced, actuator needs to be replaced; well 2 pumps should be in tomorrow, well 4 still in the works, step 2 in the annual process starts at the lagoon; carpet pulled in batting cage.
Fire: Fire convention occurred last week. Newhall water ball placed in top 16.
Parks: Rec board met but didn’t have a quorum. Discussed equipment needs, field usage, software for registration.
Consent Agenda and Bill Consent: Motion by Rinderknecht, 2nd by Seeck to approve the minutes from August 28, 2023, and bills totaling $46,268.57, all present aye, motion carried.

Council Action
a. Mike Berry was present to discuss concerns in his neighborhood with regards to speeding in the morning and after school. The issues he sees and other agreed it is the parents of some students – rushing to get their kids to the bus. Also, a couple buses were also approached regarding their speed in the residential area. Benton County Sheriff’s office and Benton Community Logistics department will be notified asking them to address these issues. Countless kids walk to the bus, and we would like to see this speeding to stop.
b. Ramps on Main Street are the business’s responsibility. Doug Boddicker will speak to them.
c. Boddicker will check the Zoning books for Subdivisions – will add to the next agenda.
d. Motion by Wendel, 2nd by Campbell to use social media and local bulletin boards to see if our Zoning Administrator position can be filled, all yes, motion carried.
e. Touro shared savings account and CD information with the Council. As of 9/11/2023 the following fund balances were noted:
i. Checking Account: $125, 966.44
ii. General Savings Account: $184,450.65
iii. Library Savings Account: $2,151.68
iv. Fire Savings Account: $10,340.38
v. 12 Month CD(Atkins Savings Bank) $253,864.3
vi. 12 Month CD(Atkins Savings Bank) $204,556.65
vii. 34 Month CD(Chelsea Savings Bank) $253,558.01
f. Motion by Campbell, 2nd by Wendel to move $10,000 from the fire savings to a CD at Atkins Savings Bank, all yes, motion carried.
g. Motion by Campbell, 2nd by Seeck to list the truck on sites that are free and ask for sealed bids by October 9th, for the old city truck, all yes, motion carried.
h. Motion by Seeck, 2nd by Campbell to share the EMC OnCall Nurse free service phone number with employees and fire and first responders, all yes, motion carried.
i. New addition possibilities south of 6th Street were tabled.
j. Motion by Wendel, 2nd by Seeck approving resolution to be posted at Library, City Hall, and Post Office, all yes, motion carried.

Adjournment: At 7:19 PM, Seeck moved to adjourn, Cross 2nd, all present aye motion carried.
