Norway City Council – Oct. 9, 2023

October 9th, 2023
Regular meeting of the Norway City Council was called to order by Mayor Bruce Volz at 5:00 PM. Roll Call – Present: Kevin Frese, Robby Miller, Kelly Luedtke, Christopher Van Horn. Absent: Karson Kuester.
Motion to accept agenda and claims presented made by K. Frese and seconded by K. Luedtke. Motion carried 4-0. Motion to approve resolution 23-12 Accepting & Adopting council rules of procedure, made by Robby Miller and seconded by Christopher Van Horn. Morion carried 4-0.
Motion to approve resolution 23-13 Assessment of a delinquent utility account, made by Kelly Luedtke and seconded by Christopher Van Horn. Motion carried 4-0.
Mayor Volz appointed Kasi Hayes as a new library board member. Motion to approve made by Christopher Van Horn and seconded by Kevin Frese. Motion carried 4-0.
There are several dead trees both on city owned and privately owned property. The city will begin removing dead trees on city owned property this Fall. Residents with dead trees on their property will be receiving notice to remove them.
Bob Holland was present to voice his concerns on overgrown grass and weeds on a number of properties in Norway. The responsibility to keep the grass and weeds trimmed falls on the property owner. The city has and will be taking the appropriate steps to enforce the ordinances.
Mike Rummel was present to present a final map to the council depicting the plot of land that he is inquiring about having annexed into the city. The city can now move on to the next steps of the annexation process.
Well #3 was again discussed. Pending cost estimates on either fixing the well or capping it off a decision is to be made. This agenda item was tabled until the next council meeting.
The pressure booster system project was again discussed. The city’s proposal to the DNR has been submitted and the city is taking all the required steps in the process.
The emergency siren was supposed to have been installed. Mayor Volz is working diligently with the company to ensure that it gets installed as soon as possible.
Grant requests are in process. The council would like to remind all residents that if you receive a random income survey in the mail to please participate as it could help to fund the pressure booster system project.
Public Comments: Doug Trumbull was present to voice his concern on water usage. There are several residences with higher than usual water usages. All the necessary tests have been done on the new meters and there have been no errors found. Please check for any leaks or anything that may cause extra water usage within your home or business.
Mayor Comments: Residents are not authorized to make phone calls on behalf of the city. If you have any concerns, please bring them to the council and the city will handle them as necessary. Also, please note that on October 29th the Fire Department will be holding their annual Halloween event. During that time, Railroad Street in front of the Fire Station will be closed pending confirmation from the Benton County Sheriff’s Department.
Public Works Comments: Dead tree removal will begin soon. Also, a curb stop on Tuttle Street will be repaired on Friday, October 13th, 2023. The homeowner is responsible for the repair.
Robby Miller mentioned the importance of considering road repairs in the upcoming budget planning process.
Cristopher Van Horn also mentioned the importance of crack sealing on roads as needed.
The December council meeting will likely be rescheduled from the usual second Monday of the month as there are conflicting schedules.
Motion to adjourn at 5:58pm made by R. Miller and seconded by K. Frese. Motion carried 4-0.
