The Belle Plaine City Council met for a special council meeting on January 24, 2024, at 6:30 p.m. with Mayor Lyle Morrow presiding. Present: Judy Schlesselman, Garrett Landuyt and Charmaine Wickwire. Mitch Malcolm and Adam Papesh were absent. Also present: City Administrator Steve Beck and City Clerk Sandra Walton.
Motion by Schlesselman, seconded by Wickwire to approve the Consent Agenda. All
voted aye, motion carried 3-0.
Kate Robertson, Director of Benton Development Group, was in attendance to present her recommendation for an incentive package including city economic and business incentive grants for the lower-level renovation of the property at 712 12th Street as we apply for this year’s $100,000 Catalyst Grant.
Motion by Landuyt, seconded by Schlesselman to approve Resolution #24-01-01; a resolution in support of an incentive package to be submitted as a local match for the Catalyst Grant. On roll call vote, all voted aye. Motion carried 3-0.
The City Council then went into discussions regarding various items in the 3rd and final Workshop for the FY25 budget. Decisions were made on budgeting for employee increases, the currently vacant public works position, and LOST commitments.
The discussed items will be implemented in the official budget documents and brought to the February 7th meeting for approval and to set the public hearing date for the proposed property tax levy. The City’s levy to residents is expected to be roughly $0.086 lower than the previous year.

Motion by Landuyt to adjourn the meeting, seconded by Wickwire. All voted aye, motion carried 3-0. The meeting was adjourned at 7:39 p.m.
