City Council Public Hearing and Regular Meeting
Thursday, Feb. 29, 2024 – 6:00 PM

Public Hearing
Motion by Wendel, 2nd by Seeck opening the Public Hearing, all yes, motion carried. No discussion or questions were asked regarding the Proposed Property Tax Levy, motion by Seeck, 2nd by Wendel to close the Public Hearing, all yes, motion carried.
Mayor Boddicker opened the regular meeting at 6:02 PM.
Roll Call: Council Present: Seeck, Cross, Wendel, Messner, Rinderknecht (via telephone)
Approval of the Agenda: Motion by Cross, 2nd Messner approving the agenda (moving department reports to the end of the meeting to allow Seeck to be in attendance for council action, as he needs to leave early), all yes, motion carried.
Department Reports
Public Works – Had power outage on the south side of town and the west lift station failed to transfer to generator; lagoon generator battery was dead so generator didn’t start, bought new batteries for all 4 generators; bathroom doors fixed at ballpark and replaced handles with round knobs vs pull down handles; put lots of water on burn pile.
Mayor – Letter was sent to resident with chickens; Joe Veldhuizen approached the mayor regarding the possibility of purchasing city property that is located on the east side of the Newhall Feed Store – the old Grovert’s parking lot, it will be added to the next meeting and Joe will be asked to attend, city attorney will be contacted regarding the process that needs to be followed to proceed. An update was given to the council regarding HRG sewer usage analysis. Matt Wildman will be at our March 25th meeting to present the results and answer any questions.
Zoning – A new business is looking to build on the old Grovert parking lot, once plans are completed, they will present to council. Doug Wendel asked about a shed on Railroad Street, it will be put on slab in spring.
Fire/First Responders – Grant for Air packs has been turned in and we are waiting for the results.
Library – March 15th St. Patrick’s Day craft, March 22nd is the Easter craft, both are from 10-5:30.
BC Landfill – All current board members were re-elected.
Benton Development Group – Rachelle reached out to them to introduce herself and to get meeting times.
Consent Agenda and Bill Consent: Motion by Seeck, 2nd by Cross to approve the minutes from February 12, 2024, and bills totaling $13,069.75, all present aye, motion carried.
Council Action
a. Motion by Wendel, 2nd by Seeck, approving Resolution 2024-003 Proposed Tax Levy, roll call vote all yes, motion carried.
b. Motion by Cross, 2nd by Messner approving Prairie Road Builders quote for 2024 road seal coat, patching and base reconstruction, all yes, motion carried. Seal Coat quote cost $2.77/sy, surface patching cold mix $275.00/ton, base reconstruction cost $3.91/sy, base stone is included in the price, base stone will be furnished and placed for $30.00 per ton. A complete and accurate job estimate will be presented to the council for approval prior to construction.
c. Doug Rinderknecht indicated that a few residents were concerned about children walking to Central Lutheran School, concrete estimate was received for $30,000.00 to construct a sidewalk. No vote was taken, questions were asked as to who would be responsible for maintenance and removal of snow and what about all the other areas of town that children are required to walk that don’t have sidewalks?
