Regular meeting of the Norway City Council was called to order by Mayor Loras Schulte at 5:37 PM. Roll Call – Present: Robby Miller, Christopher Van Horn, Michael Schulte, & Darrell Schulte. Absent: None.
Motion D. Schulte to accept agenda, claims, minutes, & treasurer’s report presented. Seconded by M. Schulte. Motion carried 4-0.
Second reading of Ordinance Amendment No. 338- detailing sewer service charges being billed per building or per unit when applicable for apartments or the school. Sewer service rates are not being increased. Motion R. Miller to approve the second reading. Seconded by C. Van Horn. Motion carried 4-0. Motion R. Miller to waive the third and final reading of ordinance amendment No. 338. Seconded by D. Schulte. Motion carried 4-0.
Ordinance amendment No. 338 passes and is approved.
Second reading of Ordinance amendment No. 339- detailing water service charges being billed per building or per unit when applicable for apartments or the school. Water service rates are not being increased. Motion C. Van Horn to approve the second reading. Seconded by D. Schulte. Motion carried 4-0. Motion D. Schulte to waive the third and final reading of ordinance amendment No. 339. Seconded by R. Miller. Motion carried 4-0. Ordinance amendment No. 339 passes and is approved.
Second reading of ordinance amendment No. 340- detailing snow removal in alleyways. Motion C. Van Horn to approve the second reading. Seconded by M. Schulte. Motion carries 4-0. Motion D. Miller to waive the third and final reading of ordinance amendment No. 340. Seconded by M. Schulte. Motion carried 4-0. Ordinance amendment No. 340 passes and is approved.
Motion D. Schulte to set the FY25 proposed budget adoption public hearing for April 22nd, 2024, at 5:30pm. Seconded by M. Schulte. Motion carried 4-0.
Kelli Wenzel was present to discuss a concern about trash at 212 E Railroad St. The council wishes to proceed with sending appropriate letters as well as contacting the city attorney.
Motion C. Van Horn to appoint to fill the council seat vacancy. Seconded by M. Schulte. Motion carried 4-0.
The current city’s attorney is retiring effective May 1st, 2024. The city council wishes to send out requests for proposals and will look to hire a new city attorney.
Motion R. Miller to approve the renewal of a Class E Retail Alcohol License for the Depot Express in Norway. Seconded by D. Schulte. Motion carried 4-0.
Parking concerns were discussed. There is no angled parking allowed anywhere in Norway. Parallel parking only is allowed.
Letters were sent to golf cart users with the reminder that annual golf cart fees are due. All golf carts are required to be registered at City Hall. Upcoming ordinance changes for Chapter 76 – Golf Carts, will be in future council meetings.
A budget workshop was conducted.
Nuisance properties were discussed.
Building permit approved: 306 E. Washington St. (sidewalk).
Motion R. Miller to adjourn at 6:55pm. Seconded by M. Schulte. Motion carried 4-0.
