Special meeting of the Norway City Council was called to order by Mayor Loras Schulte at 5:30pm. Roll CallPresent: Michael Schulte, Christopher Van Horn, and Darrell Schulte. Absent: Robby Miller.
Motion D. Schulte to approve the meeting’s agenda, seconded by M. Schulte. Motion carried 3-0.
The FY25 Full Budget Adoption Public Hearing of the Norway City Council was called to order by Mayor Loras Schulte at 5:31PM. Hearing no comments, written or oral, the public hearing was closed at 5:32pm by motion of M. Schulte and seconded by C. Van Horn. Motion carried 4-0.
Motion D. Schulte to approve resolution 24-04 adopting the full FY25 city budget. Seconded by C. Van Horn. Motion carried 3-0.
Nick Eisenbacher with Snyder & Associates who serves as the city’s engineer was present to provide information on the proposed timeline for the water pressure booster system project which is being required by the Iowa DNR.
The timeline presented is roughly 3 ½ years for the total project including funding applications, paperwork, bid processes, construction, etc. The income surveys that were sent out to a random selection of residents in Norway, were sent out to obtain a $500,000 grant from the ECICOG to help fund this project. The city was required to receive 174 surveys back, and only received a little less than half of those back. Response to these surveys is imperative to receiving funding towards this required project. Should response rates remain unsatisfactory, the city will be forced to investigate other funding options and/or raise utility rates. Motion D. Schulte to approve the proposed project timeline. Seconded by C. Van Horn. Motion carried 3-0.
Motion C. Van Horn to deny the request for installation of a culvert at 302 Apache Dr. Seconded by D. Schulte. Motion carried 3-0.
Motion M. Schulte to have the baseball diamond’s seasonal watering metered, Poweshiek water rates increase, and number of vehicles allowed at a single property on the next meeting’s agenda. Seconded by C. Van Horn. Motion carried 3-0.
Motion C. Van Horn to adjourn at 6:15pm. Seconded by M. Schulte. Motion Carried 3-0.
