May 13th, 2024
Regular meeting of the Norway City Council was called to order by Mayor Loras Schulte at 5:30 PM. Roll Call – Present: Robby Miller, Christopher Van Horn, & Darrell Schulte. Absent: Michael Schulte.
Motion R. Miller to accept agenda, claims, minutes, & treasurer’s report presented. Seconded by D. Schulte. Motion carried 3-0.
A building permit application was discussed for 210 Apache Dr. for a garage addition. Motion R. Miller to approve the permit only after lot pins are properly identified and marked, and the 6ft. set back requirement is met. Seconded by C. Van Horn. Motion carried 3-0.
With the retirement of the attorney who was serving the City of Norway, the council reviewed two proposals for legal services. Upon receiving a third proposal, the council will choose a new attorney. Motion C. Van Horn to table this matter until the next meeting. Seconded by R. Miller. Motion carried 3-0.
Due to sewer effluent levels exceeding the allowed limit at Frontier Co-op, the City is working with the Iowa DNR, the city’s engineer, and Frontier Co-op to address the issues.
Motion D. Schulte to install a water meter at the baseball diamond for seasonal grass watering. Seconded by C. Van Horn. Motion carried 3-0.
Beginning in April of 2024, Poweshiek Water increased their water rates by .33 cents per 1000 gallons. Because of this increase, city utility bill rates concerning water charges require a 15% increase to prevent debt in the water fund. Motion D. Schulte to proceed with the water rate increase. Seconded by R. Miller. Motion carried 3-0.
Motion D. Schulte to table discussion for the number of vehicles allowed at a single residential property until the next meeting. Seconded by R. Miller. Motion carried 3-0.
Concerning the DNR required water pressure booster system project, last year 174 random income surveys were sent out to a random selection of Norway’s residents. This survey is the first step necessary to receive a grant for up to half of the total project cost from the east central Iowa council of governments, aka ECICOG. Because the city did not receive the required 174 responses, volunteers will be going door to door to make a second attempt to
receive survey responses. The city council is asking for everyone’s cooperation and help to respond to this survey in hopes of receiving the grant for the water pressure booster system. The total cost of the project is estimated at 1.5 million dollars and would take approximately 3 years to reach completion.
The library/city hall bathroom will be getting a few updates. All materials and funds will be donated.
A new estimate from a different company was received to install the emergency siren in Norway. The new estimate is $2,810.00 which is an improvement from the previously quoted cost of $4,450.00.
Approved building permits include E&M Builders for the construction of the condos on the old high school lot on Washington St. Pending building permits include 202 E Washington St for a fence, shed, and driveway.
Nuisance properties discussed include 114 Euclid Ave and 105 E Washington.
Darrell Miller was present to inquire about the items that were removed from his properties. Further legal action and advice will be required.
Motion C. Van Horn to adjourn at 7:14pm. Seconded by D. Schulte. Motion carried 3-0.
