STATE OF IOWA: COUNTY OF IOWA May 17, 2024
The Iowa County Board of Supervisors met on May 17, 2024. Heitshusen, Chairman called the meeting to order at 9:00 a.m. Degen, Heitshusen, Maas, Montross and Schumacher were present.
Motion by Montross, seconded by Schumacher to approve the agenda. All aye, motion carried.
Motion by Maas, seconded by Montross to approve minutes from May 10, 2024. All aye, motion carried.
Chair Notes: The board approved handwritten claims paid with warrant numbers 30973,
31135 – 31140 and claims paid with warrant numbers 30974 – 31135.
Nick Amelon, Iowa County Engineer met with the board with an update on construction, road
maintenance, and other miscellaneous.
Motion by Maas, seconded by Montross to pass, adopt and approve Bridge Embargo
Resolution 2024-05-17 as follows:
Resolution 2024-05-17
WHEREAS; the Board of Supervisors is empowered under authority of Code of Iowa Sections 321.236 Sub.(8), 321.255 and 321.471 to 321.473 to prohibit operation of vehicles or impose limitations as to the weight thereof on designated highways or highway structures under their jurisdictions, and
WHEREAS; the Iowa County Engineer has caused to be completed the Structure Inventory and Appraisal of certain Iowa County bridges in accordance with the National Bridge Inspection Standards, and it has determined that they are inadequate for two-lane legal loads at allowable operating stress.
WHEREAS; the Iowa County Supervisors approved a list of bridges with vehicle and load limits
and said list needs to be revised due to recent inspections or bridge replacements.
THEREFORE, BE IT RESOLVED by the Iowa County Board of Supervisors to approve the following vehicle and load limit changes, and that signs be erected advising of the permissible maximum weights or closures thereof:
* Bridge ID# 190790; HA-4800; Post at 15 Tons All Vehicles.
* Bridge ID# 191811; HC-2350; Post at 3 Tons All Vehicles.

Adam Rabe, Iowa County Ambulance Director meet with board to present his monthly department update and discuss recommendations for FY25 Ambulance Rates.

Motion by Montross, seconded by Schumacher to approve locking the West Courthouse
Entrance to public entry as an additional Courthouse Security measure, effective immediately.

The Iowa County Board of Supervisors met on May 24, 2024. Heitshusen, Chairman called the
meeting to order at 9:00 a.m. Heitshusen, Maas, Montross and Schumacher were present. Degen was absent.
Motion by Maas, seconded by Montross to approve the agenda. All aye, motion carried.
Motion by Maas, seconded by Montross to approve minutes from May 17, 2024. All aye, motion carried.
Chair Notes: The board approved handwritten claims paid with warrant numbers 31141, 31325
and 31326. Payroll paid with warrant numbers 31142 – 31324. Manure Management Plan received from Edmunson, facility # 69415.
Open Forum: Scott Hamlin, a resident of Iowa County was present for the board meeting he is
interested in learning more about
Motion by Montross, seconded by Maas to approve liquor licenses for Marengo Golf Club, RS
Welding Studio, Hops and Hotrods and Investments on Brando Streit. All aye, motion carried.
Motion by Maas, seconded by Montross to approve and authorize the Chairman to sign
Wellmark Flex Administrative Fee Amendment Agreement as presented. All aye, motion carried.
Motion by Schumacher, seconded by Maas to approve FY25 Cigarette Permits for Kum & Go 1443, Casey’s General Store # 2774, Dollar General Store # 18392 and Amoco Williamsburg. All aye, motion carried.
Becky Fry, Iowa County Transportation Director met with the board to present the department’s monthly update.

meeting to order at 9:00 a.m. Degen, Heitshusen, and Montross were present. Maas and

Motion by Montross, seconded by Degen to approve the agenda. All aye, motion carried.
Motion by Montross, seconded by Heitshusen to approve minutes from May 24, 2024. Ayes,
Degen and Heitshusen; Degen abstained. Motion carried.
Chair Notes: The board approved handwritten claims paid with warrant numbers 31327 – 31331 and claims paid with warrant numbers 31332 – 31416. Manure Management Plans received from Dale Faas, Facility # 61294 and J & J Pork, Facility # 63843.

Motion by Montross, seconded by Degen to approve liquor licenses for Wilrona, LLC, dba: Fireside Winery. All aye, motion carried.
Motion by Montross, seconded by Degen to approve MH/DS of ECR Provider Services
Contract with Iowa County Transportation. All aye, motion carried.
Motion by Degen, seconded by Montross to re-appoint Kayne Robinson to Iowa County
Commission of Veteran Affairs. All aye, motion carried.
Joel McAnulty, Sixth Judicial Advisory Board Director met with the board to introduce himself
and discuss the data for Iowa County.
Rebecca Connelly, Prevention Specialist with Community & Family Services met with the board
to discuss the area what does the board feel the strengths, needs for Iowa County are and what they would like to see in the next 10 years.

STATE OF IOWA: COUNTY OF IOWA May 31, 2024
The Iowa County Board of Supervisors met on May 31, 2024. Heitshusen, Chairman called the
meeting to order at 10:32 a.m. Degen, Heitshusen, and Montross were present. Maas and
Schumacher were absent.
Motion by Montross, seconded by Degen to approve the agenda. All aye, motion carried.
Motion by Degen, seconded by Montross to approve and authorize Chairman to sign Iowa
County Local Disaster Declaration as follows:
Iowa County has suffered from countywide severe weather and flooding that occurred starting on 5-20-2024 causing severe damage to public and private property, disruption of utility service, and endangerment of health and safety of the citizens of Iowa County within the disaster area.
Therefore, the County Board of Supervisors has declared a state of emergency authorized under Iowa State Statute and will execute the expenditure of emergency funds from all available sources, the invoking of mutual aid agreements, and the applying to the State of Iowa for assistance.
