June 10th, 2024
Regular meeting of the Norway City Council was called to order by Mayor Loras Schulte at 5:30 PM. Roll Call – Present: Christopher Van Horn, Michael Schulte, & Darrell Schulte. Absent: Robby Miller
Motion M. Schulte to accept agenda, claims, minutes, & treasurer’s report presented. Seconded by D. Schulte.
Motion carried 3-0. Motion M. Schulte to hold the invoice from Oncore Signal & Light until the siren pole is checked over for accuracy. Seconded by D. Schulte. Motion carried 3-0.
Motion C. Van Horn to appoint Shawn Rudie to fill the council seat vacancy. Seconded by D. Schulte. Motion carried 3-0. Shawn Rudie took the oath of office and took his seat on the council.
Motion C. Van Horn to appoint Samantha Hintz as a new member of the library board. Seconded by S. Rudie. Motion carried 4-0.
Josh Beeh from VJ Engineering was present to provide information about his company’s services to the council.
After the council reviews the provided information, a decision will be made to proceed/not proceed with hiring VJ Engineering to serve as the city’s building inspector for new builds.
Motion S. Rudie to approve Resolution 24-05 setting wages for appointed officers and employees of the city of Norway for the 24-25 fiscal year. Seconded by D. Schulte. Motion carried 4-0. Motion C. Van Horn to approve Resolution 24-06 allowing the city to stay current with the IRS standard mileage rate. Seconded by D. Schulte. Motion carried 4-0.
Motion C. Van Horn to approve Resolution 24-07 amending the start time of council meetings from 5:00pm to 5:30pm. Seconded by M. Schulte. Motion carried 4-0.
Motion C. Van Horn to approve Resolution 24-08 authorizing a second monthly council meeting to take place on the fourth Monday of each month beginning July 1st, 2024. Seconded by D. Schulte. Motion carried 4-0.
Motion C. Van Horn to approve 2024 summer road work projects quoted by Prairie Road Builders. Seconded by M. Schulte. Motion carried 4-0.
A garage addition building permit application for 210 Apache Dr. was discussed. The council does not want the garage addition to be built further out than the house. Other options are being looked at. Motion C. Van Horn to approve the permit only if all requirements are met. Seconded by M. Schulte. Motion carried 4-0.
Attorney proposals provided by two different law firms were again reviewed and discussed. Motion C. Van Horn to proceed with hiring Lynch Dallas law firm to provide legal services to the City of Norway. Seconded by M. Schulte. Motion carried 4-0.
Motion M. Schulte to approve renewing the city’s Certificate of Time Deposit at Bank Iowa for 11 months at a 4.59% interest rate. Seconded by C. Van Horn. Motion carried 4-0.
The sewer connection at 118 Euclid Ave was discussed. Pending legal advice, further action will be taken.
The west alley entrance behind 100 E Tuttle was again discussed. When Prairie Road Builders begin the summer road work in town, they will be asked to shape Main St in that area to try and help divert water run-off.
Frontier Coop has been out of compliance with sewer effluent levels. They are working to correct the issue.
The emergency siren in Norway has been installed and is up and running.
Motion S. Rudie to waive two late fee’s totaling $40.00 for 116 E Railroad St under the condition the remaining invoices are paid, and any future incurred late fees would be paid. Seconded by D. Schulte. Motion carried 4-0.
Building permits approved include 316 E Tuttle Street for a shed.
Nuisance properties discussed include 105 E Washington and 208 Main St.
Mayor Schulte is working diligently to complete the work to obtain a $50,000 grant for a power generator at the Fire Station with hopes to include the library for a generator as well. The city is down to needing 16 more income surveys needed to obtain a grant to cover half of the project cost to install a water pressure booster system in Norway. Please turn in your survey if you have not done so. Only a random selection of residents received one.
Motion D. Schulte to adjourn at 7:10pm. Seconded by M. Schulte. Motion carried 4-0.
