Norway taking bid for generator

Notice to Bidders
Purpose:
Qualified bidders may submit bids for the Installation of an Emergency Generator for the Norway Fire Station located at 105 W Railroad Street, Norway, IA. The Owner of this project is the City of Norway.
The Selected Contractor shall:
A. Provide and Install a Multi-Fuel LPG/Natural Gas (field convertible) 26Kw Generator that comes equipped with a Cold Weather Package Kit, an Electronic Controller, along with a suitable Installation Pad. The Generator shall have a 5 Year/2000 Hour Warranty.
B. Remove the current Manual Transfer Switch and Install a new 200 amp Automatic Transfer Switch (the old Transfer Switch shall be returned to the Norway Fire Department).
C. Provide any and all required Electrical Material and Labor to make any and all required Electrical Alterations and Connections.
D. Provide any and all Natural Gas Piping, Fittings, Pressure Regulators, Valves and Labor required to Install the Generator; coordinate with Alliant Energy on any necessary change to the current Gas Meter.
E. The Contractor shall provide a Five Year Maintenance Agreement for the Generator. Bids will be received and accepted on paper. Bids will only be accepted from 6/28 to 7/19. Sealed bids for the Installation of an Emergency Generator for the Norway Fire Station will be received by Kennedy Judkins at Norway’s City Hall Office, located in the Norway Public Library at 108 E Railroad St, Norway,IA 52318 until 11am on July 19, 2024, and then at said office publicly opened and read aloud. No bids can be submitted after July 19, 2024/11am. Any person with disability requiring special accommodations must contact the City of Norway no later than 7 days prior to the bid opening.

Bids will be considered by the Norway City Council at its July 22, 2024 Meeting.
All bid documents may be examined at Norway’s City Office at: 108 E Railroad St, Norway, IA 52318.

This project is being supported with U.S. Department of Housing and Urban Development, Community Development Block Grant, Disaster Recovery grant funding. Therefore, certain restrictions and other federal requirements attach to this opportunity. Award of contract is subject to the requirements of the Iowa Economic Development Authority.
Pursuant to the requirements of the Community Development Block Grant, Davis-Bacon wage rates are to be used on this project. (Current Davis-Bacon wage rates are available from the City of Norway upon request.) It is the Contractor’s responsibility to make sure that they are using the most current rates at the time of bid opening. Wage rates should be reviewed prior to submitting a proposal the day of bid opening. Contractors must not appear on Sam.gov disbarment list, including any subcontractors.
A detailed listing of all subcontractors shall be provided by the Bidder. In accordance with the Contract Documents, documentation that the prospective General Contractor and its subcontractors meet minimum qualifications shall be provided and submitted.
Sign the quote. The signature on the quote and all quote attachments must be an original signature in ink signed by the same individual who is the Company Owner or an authorized Officer of the Company; copies or facsimile of any signature will not be accepted.
This bidding process follows Iowa Code Ch. 26, Iowa Construction Bidding Procedures. Each bidder shall accompany the bid with a 5% bid security as defined in section 26.8 and as specified by the State of Iowa.
The completion date for this project is set for September 1, 2024.
The City of Norway, Iowa does hereby reserve the right to reject any or all bids, to waive informalities, and to enter into such contract, or contracts, as it shall deem to be in the best interest of the jurisdiction.
