STATE OF IOWA: COUNTY OF IOWA July 19, 2024
The Iowa County Board of Supervisors met on July 19, 2024. Heitshusen, Chairman called the
meeting to order at 9:00 a.m. Heitshusen, Maas, Montross, Degen and Schumacher were present.
Motion by Schumacher, seconded by Maas to approve the agenda. All aye, motion carried.
Motion by Maas, seconded by Montross to approve minutes from July 5, 2024. All aye, motion
carried.
Chair Notes: The board approved handwritten claims paid with warrant numbers 32334, 32488 – 32496, claims paid with warrant numbers 32335 – 32487 and payroll paid with warrant numbers 32497 – 32680. Manure Management Plans from South Ridge Swine Finisher # 58043 and Deep River Pork South # 58596. The Board received Balance Sheet from the Iowa County Sheriff as of June 28, 2024.
Motion by Maas, seconded by Montross to approve Millstream Brewing Co. Oktoberfest Parade route change for event to be held on Friday, October 4, 2024. All aye, motion carried.
Nick Amelon, Iowa County Engineer, met with the Board to present the department’s weekly
updates.
Motion by Montross, seconded by Degen to pass, adopt and approve Stop Sign – High
Amana Resolution 2024-7-19 as follows:
Resolution 2024-7-19
WHEREAS The Iowa County Engineer has investigated the site and recommended that
Stop Signs be placed at the intersection of G St and 13th Ave in High Amana as follows:
Install stop signs (M-26) to stop the local road (13th Ave) from the North and South
directions at the intersection with local road (G St) in Section 30, T-81N, R-9W of the 5th
P.M. Iowa County, Iowa designating the East and West road (G St) as a through road at
this location.
THEREFORE the Iowa County Board of Supervisors hereby approve this recommendation and the County Engineer is instructed to install this stop sign. All aye, motion carried.
Motion by Degen, seconded by Montross to approve the liquor licenses for Hotel Millwright,
Positive Friday Investments, LLC. All aye, motion carried.
Motion by Montross, seconded by Degen to approve REA Contract for Transit Services. All
aye, motion carried.
Adam Rabe, Iowa County Ambulance Director met with the board to present department
monthly update and annual report.
Recess at 10:00 a.m.
Chairman Heitshusen called meeting back to order at 10:03 a.m.
Dylan Healey, Iowa County Building Maintenance met with department update.
Motion by Maas, seconded by Montross to accept FY23 Audit Report draft by Terpstra Hoke and Associates. All aye, motion carried.
Morris Denson, Commander of American Legion Post 76 presented a counteroffer of $5,000 on behalf of the American Legion Post 76 for a portion of Parcel ID # 12404016.
Motion by Montross, seconded by Maas to accept the counteroffer of $5,000.00 for a portion
of Parcel ID # 12404016, subject to Public Auction. Ayes, Heitshusen, Maas, Montross & Schumacher. Nays, none. Degen abstained.
Motion by Schumacher, seconded by Degen to approve and authorize Chairman to sign FY24
Engagement Letter between Terpstra Hoke and Associates. All aye, motion carried.
Motion by Maas, seconded by Montross to approve FY24 Disbursement/Claim #4609 Void,
this is a prior year void to be processed. All aye, motion carried.
Motion by Maas, seconded by Montross to approve Coyote Run #3 Subdivision as presented.
All aye, motion carried.
Motion by Maas, seconded by Degen to approve and authorize chairman to sign Waiver of
Separation Distance for Manure Storage Structures for Montross Cattle Farm. Ayes, Degen, Heitshusen, Maas and Schumacher. Nays, none. Montross abstained.
Motion by Maas, seconded by Montross to accept and authorize Chairman to sign Notice of
Termination of Farm Tenancy with Amana Farms, Inc. lease due to expire March 2025. All
aye, motion carried.
Motion by Maas, seconded by Montross to adjourn at 10:47 a.m. All aye, motion carried.
