STATE OF IOWA: COUNTY OF IOWA July 26, 2024

The Iowa County Board of Supervisors met on July 26, 2024. Heitshusen, Chairman called the
meeting to order at 9:00 a.m. Heitshusen, Montross, Degen and Schumacher were present. Maas was absent.
Motion by Montross, seconded by Schumacher to approve the agenda. All aye, motion carried.
Motion by Degen, seconded by Montross to approve minutes from July 19, 2024. All aye, motion carried.
Chair Notes: The board approved handwritten claims paid with warrant numbers 32681-32685
and 32811-32812, claims paid with warrant numbers 32686-32810. Manure Management Plan
from Pope Farm Inc, Facility # 67474.
The Board took no action on compensation board reinstatement consideration/approval. The
Board wants to discuss this topic further so it will remain on the agenda.
The Board took no action on Board representative appointments for expiring terms. The Board

The Board took no action on the HR policy update – workforce expansion & reduction policy.

Motion by Schumacher, seconded by Degen to approve the bible reading in a specific area on
the courthouse lawn from September 2, 2024, through September 14, 2024. Schumacher will
contact Joyce Browers regarding the approval and the specific area they are approved to utilize. All aye, motion carried.
Motion by Montross, seconded by Degen to pass, adopt and approve the following Resolution
2024-7-26 Interfund Loan for the Flex Fund as follows:
RESOLUTION 2024-07-26
RESOLUTION FOR INTER-FUND TEMPORARY OPERATING LOAN
WHEREAS, Fund 86000 (Flex Fund) is funded by employee payroll deductions, and
WHEREAS, Initial Funding for the Flex Fund is required but has not been yet collected from
payroll deductions, and
WHEREAS, it is desired to temporarily loan monies from the Fund 01000 (General Basic) to
Fund 86000 (Flex Fund), and
WHEREAS, said temporary operating loan is in accordance with Section 331:432 of the Code of Iowa.

NOW THEREFORE, be it resolved by the Board of Supervisors of Iowa County, Iowa, as
follows:
The sum of Ten Thousand Dollars ($10,000.00) is ordered to be transferred from Fund 01000
(General Basic) to Fund 86000 (Flex Fund). All aye, motion carried.
Recess at 9:13a.m.
Chairman Heitshusen called meeting back to order at 9:13 a.m.
Nick Amelon, Iowa County Engineer, met with the Board to present the department’s weekly
updates, to present the Board with the Amana Street report with Resolution 2024-7-26A and to open the two bids for V77 CMP.
The Board opened two bids and they were as follows:
Contech – 85 feet of polymer CMP for $14,561.35
Metal Culverts Inc – 85 feet of polymer CMP for $11,732.75
Motion by Degen, seconded by Montross to accept the $11,732.75 bid from Metal Culverts
Inc. for 85 feet of polymer CMP. All aye, motion carried.
Motion by Montross, seconded by Degen to pass, adopt and approve and authorize
Chairman to sign Resolution 2024-7-26A – FY2024 Amana Street Report as presented. All
aye, motion carried.
Becky Fry, Iowa County Transportation Director met with the board to present the department
monthly update.
Liz Kriegel, Iowa County Assessor, met with the Board to present Allowed & Disallowed
Homestead, Military, DVH & 65+ Homestead credits.
Motion by Montross, seconded by Schumacher to disallow three applications and allow the
remaining applications. All aye, motion carried.
Motion by Montross, seconded by Schumacher to adjourn at 9:58 a.m. All aye, motion carried.
