CITY OF NORWAY
August 12th, 2024

Regular meeting of the Norway City Council was called to order by Mayor Loras Schulte at 5:30 PM. Roll Call – Present: Robby Miller, Christopher Van Horn, Michael Schulte, Darrell Schulte, & Shawn Rudie. Absent: None.
Motion C. Van Horn to accept agenda, claims, minutes, & treasurer’s report presented. Seconded by R. Miller. Motion carried 5-0.
1st reading of Ordinance Amendment No. 341- Amending Ordinance No. 305 and Chapter 165.15(4) – establishing parking restrictions in single-family residential zones. The amendment changes the maximum number of vehicles allowed to be stored outside at a single-family residence from eight (8) vehicles plus one (1) recreational vehicle to six(6) vehicles plus one (1) recreational vehicle.
The Fiscal Year 2024 Street Finance Report was presented to council.
Samantha Hintz at 405 Harper St. was present to ask the council about installing a Little Free Library on her property. The council advised to comply with the 3-foot setback requirement from the sidewalk.
Motion M. Schulte to appoint Rachel Solon and Michelle Miller to serve on the Norway Library Board. Seconded by D. Schulte. Motion carried 5-0.
Norway Code of Ordinances Chapter 165.13 – Fence and Hedge Regulations was discussed.
The council approved monthly emergency siren testing to be done every 1st Wednesday of the month at 8:45am completed by Benton County Emergency Management.
The deductible change decision for City property insurance – ICAP – has been tabled until the next meeting.
Josh Beeh with VJ Engineering provided the council with a fee schedule for approval. Further discussion is needed so this item will be tabled until the next meeting.
Nuisance properties were discussed and are being handled following legal advice.
Motion D. Schulte to adjourn at 6:49pm. Seconded by R. Miller. Motion carried 5-0.
