Iowa County Supervisors August 16, 2024

STATE OF IOWA: COUNTY OF IOWA August 16, 2024
The Iowa County Board of Supervisors met on August 16, 2024. Heitshusen, Chairman called the meeting to order at 9:00 a.m. Degen, Heitshusen, Maas were present. Montross and Schumacher, absent.
Motion by Maas, seconded by Degen to approve the agenda. All aye, motion carried.
Motion by Degen, seconded by Maas to approve minutes from August 2, 2024. All aye, motion carried.
Chair Notes: The board approved handwritten claims paid with warrant numbers 32990 and 33124 – 33125, claims paid with warrant numbers 32991 – 33123 and payroll paid with warrant numbers 33126 – 33306. Treasurer’s Semi-Annual report received for January 1, 2024 – June 30, 2024.
Montross joined the meeting via phone at 9:04 a.m.
Dylan Healey, Building Maintenance met with the board to discuss upcoming courthouse lawn reseeding and the potential conflict with the Bible reading to be allowed on the Courthouse lawn September 3-13, 2024.
Nick Amelon, County Engineer met with the board to discuss Construction, Road Maintenance,
projects and Engineer’s office miscellaneous.
Motion by Maas, seconded by to approve and authorize the chair to sign 28E Agreement
with City of Marengo for V66, pending Iowa County Attorney review. All aye, motion carried.
No action required for Fall PCC Bids; project considered maintenance.
Adam Rabe, Iowa County Ambulance Director met with the board to deliver his monthly department update and discuss his research regarding sick leave before and after a holiday.
Lorinda Sheeler, Iowa County Health Department Administrator meet with the board requesting
clarification of HR012 Employment Status. Sheeler had been asked to present her department’s End of FY24 Report but is asking to defer, she would like to present to her Board of Health first.
Michelle Sims, Iowa County Treasurer met with the board with a request to consider Real Estate Parcel Tax Adjustment for a building on leased land.
Motion by Degen, seconded by Montross to approve Real Estate Parcel Tax Adjustment for
Interest associated with Parcel 130901024 totaling $973.00. All aye, motion carried.
Motion by Maas, seconded by Degen to approve the liquor licenses for Aura Event Center, LLC, Ronneburg Restaurant, renewal and Ronneburg Restaurant, amendment. All aye, motion
carried.
On Friday, August 2, 2024 the Iowa County Board of Supervisors voted to Establish Iowa
County Compensation Board, after it had been recently abolished by SF 2442.
Motion by Maas, seconded by Montross to pass, adopt and approve Resolution 2024-08-16
Resolution Establishing Iowa County Compensation Board as follows:
RESOLUTION NUMBER 2024-08-16
RESOLUTION ESTABLISHING A COUNTY COMPENSATION BOARD
A resolution by Iowa County to establish a county compensation board as authorized by Iowa
Code Section 331.905.
WHEREAS, pursuant to Iowa Code Section 331.905, as amended in 2024 by Senate File 2442,
the county board of supervisors may vote to establish a county compensation board.
WHEREAS, pursuant to this same Code Section, when the board of supervisors establishes a
county compensation board, the compensation board shall be comprised of seven members who are residents of the county. Two members shall be appointed by the board of supervisors, one member each by the county auditor, county attorney, county recorder, county treasurer, and county sheriff. The members of the county compensation board shall not be officers or
employees of the state or a political subdivision of the state and shall serve staggered terms.
WHEREAS, lots were drawn to determine the duration of initial staggered terms for members of
the county compensation board.
NOW, THEREFORE, BE IT RESOLVED, Iowa County hereby establishes a county compensation board for the county.
BE IT FURTHER RESOLVED, Iowa County directs each of the elected officials to submit
their respective appointments to the board of supervisors by August 19, 2024.
BE IT FURTHER RESOLVED, the representatives of Attorney, Recorder, Supervisor (1),
Auditor shall serve an initial term of four years, and the representatives of the Treasurer, Sheriff, Supervisor (2) shall serve an initial term of two years.
BE IT FURTHER RESOLVED, this resolution shall apply retroactively to July 1, 2024.

Motion by Maas, seconded by Degen to appoint Gary Boland (1) and Mark Swift (2) as the
Board of Supervisors Compensation Board representatives. All aye, motion carried.
The Board was provided information by Liz Rodriguez with East Central Workforce Development regarding the upcoming Kinze Job Fair to be held on Wednesday, August 21 from
1-3 p.m. at the Cedar Rapids Iowa Works office.
Motion by Maas, seconded by Degen to adjourn at 10:25 a.m. All aye, motion carried.
