City of Atkins City Council Meeting Special Session
Wednesday. October 30, 2024 at 6:30 p.m.
Minutes
Mayor Bruce Visser called the meeting to order at 6:30 PM at City Hall.
Council members Jim Koehn, Samantha Petersen, David Fisher, Trevor Dursky, and EJ Bell were present via Microsoft Teams. Graham Valdes with Specialized Recruiting Group and Douglas Herman with Lynch Dallas were also present via Microsoft Teams.
Fisher moved to enter into closed session. Seconded by Dursky. City Attorney Herman read the purpose for the closed session, Iowa Code Section 21.5.(1)(i). Ayes: Petersen, Koehn, Fisher, Bell, and Dursky. Nays: none. Motion carried. The Council entered into closed session at 6:33 PM.
Dursky moved to enter into open session. Seconded by Koehn. Ayes: Petersen, Koehn, Fisher, Bell, Dursky. Nays: none. Motioned carried. Mayor Bruce Visser announced that the Council has ended the closed session at 7:15 PM and the Council entered open session.
Mayor Bruce Visser announced a 15 minute recess until 7:30 PM. Mayor Bruce Visser announced that we will reconvene the meeting at 7:31 PM. Koehn moved to enter into closed session. Seconded by Bell. City Attorney Herman read the purpose for the closed session, Iowa Code Section 21.5.(1)(i). Ayes: Petersen, Koehn, Fisher, Bell and Dursky. Nays: none. Motion carried. The Council entered into closed session at 7:33 PM.
Koehn moved to enter into open session. Seconded by Bell. Ayes: Petersen, Koehn, Fisher, Bell and Dursky. Nays: none. Motioned carried.
Mayor Bruce Visser announced that the Council has ended the closed session at 8:18 PM and the Council entered open session.
Bell moved to adjourn the meeting. Seconded by Dursky. Ayes: Petersen, Koehn, Fisher, Bell and Dursky.
Nays: none. Motion carried. Meeting adjourned at 8:19 pm.

Tuesday, October 29, 2024 at 7:00 p.m.
Minutes
Mayor Bruce Visser called the meeting to order at 7:02 PM in the Council Room at City Hall.
Council members Jim Koehn, Samantha Petersen, David Fisher, Trevor Dursky, and EJ Bell were present via Microsoft Teams. Graham Valdes with Specialized Recruiting Group and Holly Corkery with Lynch Dallas were also present via Microsoft Teams.
Koehn moved to enter into closed session pursuant to Iowa Code Section 21.5.(1)(i). Seconded by Dursky. Ayes: Petersen, Koehn, Fisher, Bell, Dursky. Nays: none. Motion carried. The Council entered into closed session at 7:03 PM.
Mayor Visser announced that the Council has ended the closed session at 7:56 PM. The Council entered back into open session at 7:56 PM.
Mayor Visser announced a 5 minute recess between closed sessions. Mayor Visser announced that we will reconvene the meeting at 8:00 PM.
Fisher moved to enter into closed session pursuant to Iowa Code Section 21.5.(1)(i). Seconded by Koehn. Ayes: Petersen, Koehn, Fisher, Bell, Dursky. Nays: none. Motion carried. The Council entered into closed session at 8:01 PM.
Mayor Visser announced that the Council has ended the closed session at 9:04 PM. The Council entered back into open session at 9:04 PM.
Koehn moved to adjourn the meeting. Seconded by Dursky. Ayes: Petersen, Koehn, Fisher, Bell, Dursky.
Nays: none. Motion carried. Meeting adjourned at 9:05 pm.

Mayor Bruce Visser called the meeting to order at 7:02 PM in the Council Room at City Hall.
Council members Jim Koehn, Samantha Petersen, David Fisher, and EJ Bell were present
via Microsoft Teams. Trevor Dursky joined at 7:07 PM. Graham Valdes with Specialized Recruiting Group and Holly Corkery with Lynch Dallas were also present via Microsoft Teams.
Petersen moved to enter into closed session pursuant to Iowa Code Section 21.5.(1)(i). Koehn seconded. Ayes: Petersen, Koehn, Fisher, Bell, and Dursky. Nays: none. Motion carried. The Council entered into closed session at 7:10 PM.
Mayor Bruce Visser announced that the Council has ended the closed session at 7:50 PM.
The Council entered back into open session at 7:50 PM with Council members Petersen,
Bell, Dursky, Fisher and Koehn present.
Koehn moved to adjourn the meeting. Seconded by Bell. Ayes: Petersen, Koehn, Fisher, Bell, Dursky. Nays: none. Motion carried. Meeting adjourned at 7:50 pm.
