Iowa County Supervisors – January 10, 2025

STATE OF IOWA: COUNTY OF IOWA January 10, 2025
The Iowa County Board of Supervisors met January 10, 2025. Heitshusen, Chairman called the meeting to order at 9:00 a.m. Degen, Heitshusen, Maas, Montross and Meyer were present.
Motion by Maas, seconded by Montross to approve the agenda. All aye, motion carried.
Motion by Montross, seconded by Maas to approve the minutes from January 3, 2025. All aye, motion carried.
Chair Notes: The board approved handwritten claims paid with warrant numbers 36361 – 36364 and 36501 – 36503 and claims paid with warrant numbers 36365 – 36500. Iowa County Recorder’s Report of Fee’s Collected received for period 10/1/2024 – 12/31/2024.
Motion by Maas, seconded by Montross to approve Liquor Licenses for Millstream Brau Haus,
LLC. and Millstream Brewing Co (X of 6). All aye, motion carried.
Motion by Maas, seconded by Meyer to approve Certificate of Adjustment of Tax List Item
for Parcel # 7304-0501-0. All aye, motion carried.
Motion by Maas, seconded by Montross to approve the designation of additional papers, as their request was provided prior to the organizational meeting on January 2, 2025. the Pioneer
Republican and the Journal Tribune are also designated as Iowa County official newspapers for
2025 in addition to the Hometown Current that was designated on January 2, 2025. All aye,
motion carried.
Motion by Montross, seconded by Degen to approve and authorize Chairman to sign Northland Securities Engagement Letter. All aye, motion carried.
Nick Amelon, Iowa County Engineer, met with the board to discuss construction, road
maintenance, projects, and Engineer’s office miscellaneous.
Motion by Maas, seconded by Meyer to approve 2024 Title VI Report as presented by Nick
Amelon. All aye, motion carried.
Motion by Maas, seconded by Meyer to pass, adopt and approve Resolution 2025-01-10 for
Dust Control as follows:

BE IT RESOLVED by the Board of Supervisors of Iowa County, Iowa that we hereby designate,
authorize and empower Nick Amelon, Iowa County Engineer, to execute dust control permits,
upon request and subject to the conditions as contained in the permit, for the application of dust control material to the roadway in front of the applicant’s residence.
All aye, motion carried.
Motion by Montross, seconded by Degen to pass, adopt and approve Resolution 2025-01-10 A
for Moving Permits as follows:

BE IT RESOLVED by the Board of Supervisors of Iowa County, Iowa that we hereby designate,
authorize and empower Nick Amelon, Iowa County Engineer, and in the absence of the County
Engineer, the Iowa County Maintenance Superintendent, the Engineering Staff, or the
Administrative Assistants, of the Secondary Roads Department, to execute on behalf of the
Board of Supervisors all moving permits issued by the County to contractors, mobile home
dealers or individuals.
All aye, motion carried.
Motion by Meyer, seconded by Maas to pass, adopt and approve Resolution 2025-01-10 B for
Road Closure as follows:

BE IT RESOLVED by the Board of Supervisors of Iowa County, Iowa that in accordance with
Section 306.41 of the Code of Iowa, and because of the construction, reconstruction,
maintenance, or natural disaster on any Iowa County secondary road, that Nick Amelon, Iowa
County Engineer, is hereby delegated to temporarily close any Iowa County secondary road for
a period of time from the beginning of such construction, reconstruction, maintenance, or natural disaster, and that the proper ROAD CLOSED signs and partial or total barricades be erected and maintained at each end of the closed secondary road section, and on the closed secondary road section where that secondary road is intersected by other highways if such intersection remains open.
All aye, motion carried.
Motion by Maas, seconded by Meyer to pass, adopt and approve Resolution 2025-01-10 C for
Utility as follows:

BE IT RESOLVED by the Board of Supervisors of Iowa County, Iowa that we hereby designate,
authorize and empower Nick Amelon, Iowa County Engineer, and in the absence of the County
Engineer, the Iowa County Maintenance Superintendent, to execute on behalf of the Board of
Supervisors all utility permits issued by the County to utility companies, contractors or
individuals.
All aye, motion carried.
The board briefly discussed the budget and most recent insurance rates that have been provided and how to proceed with departments refiguring their budgets accordingly. The recalculated budget worksheets will be due back to the Auditor’s Office early next week.

Chairman called the meeting called back to order at 10:03 a.m.
Motion by Maas, seconded by Montross to pass, adopt and approve Resolution 2025-01-10 D
– Temporary Access Easement – Iowa County Conservation as follows:

On this date a temporary access easement was presented to the Iowa County Board of
Supervisors for consideration concerning realty jointly owned by Iowa County, Keokuk County
and Washington County, which property is located in southern Iowa County, Iowa.

Upon consideration and review of the temporary access easement, a copy of which is attached to this Resolution, it is moved by Maas and seconded by Montross that the Board consider this
temporary access easement for approval and that upon the Board approving of the temporary
access easement that the Chair of the Iowa County Board of Supervisors be authorized to sign
this temporary access agreement on behalf of Iowa County, Iowa.

Motion by Maas, seconded by Montross to adjourn the meeting at 10:03 a.m.
