Regular meeting of the Norway City Council was called to order by Mayor Loras Schulte at 5:30 PM. Roll Call – Present: Shawn Rudie, Mike Schulte, Christopher Van Horn, Robby Miller, & Darrell Schulte. Absent: None.
Motion M. Schulte to accept the agenda, minutes, bills, and treasurer’s report presented. Seconded by D. Schulte. Motion carried 5-0.
Fire Chief Aaric Rust was present to provide the council with the Fire Department’s 2024 year-end report.
Motion R. Miller to open the public hearing at 5:35pm for the Fiscal Year 2025 budget amendment #1. Seconded by S. Rudie. Motion carried 5-0. Hearing no public comments, D. Schulte motioned to close the public hearing at 5:37pm. Seconded by M. Schulte. Motion carried 5-0.
Motion C. Van Horn to approve resolution 25-02, adopting the Fiscal Year 2025 budget amendment #1. Seconded by D. Schulte. Motion carried 5-0.
Library Director Susie Hahn was present to revisit the request for approval from the council to use a small percentage of the library’s portion of the Local Option Sales Tax (LOST) fund to replace the broken printer and public-use computers in the library. This matter was discussed without a final decision from the council.
Motion D. Schulte to approve the second reading of Ordinance Amendment No. 344 – increasing sewer service charges to meet the State Revolving Fund sewer revenue loan requirements. Seconded by R. Miller. Motion carried 5-0. 2nd reading of Ordinance 344 passes.
A budget workshop was conducted for the Fiscal Year 2026 budget.
Motion S. Rudie to approve and accept the contract with Mosquito Control of Iowa to put a mosquito control program in place for the Summer of 2025.
Motion C. Van Horn to adjourn at 7:06pm. Seconded by S. Rudie. Motion carried 5-0.
