Regular meeting of the Norway City Council was called to order by Mayor Loras Schulte at 5:30 PM.
Roll Call – Present: Christopher Van Horn, Darrell Schulte, Michael Schulte, & Shawn Rudie. Absent: Robby Miller.
Motion D. Schulte to accept the agenda, minutes, bills, & treasurer’s report presented. Seconded by C. Van Horn. Motion carried 4-0.
Motion D. Schulte to open the public hearing -Proposal to enter into a water revenue loan and
disbursement agreement, at 5:33pm. Seconded by S. Rudie. Hearing no public comments for or against, Motion S. Rudie to close the public hearing at 5:35pm. Seconded by D. Schulte. Motion carried 4-0.
Motion S. Rudie to approve Resolution 25-04: Taking additional action with respect to a water revenue
loan and disbursement agreement and authorizing, approving and securing the payment of a $160,000 water revenue loan and disbursement agreement anticipation project note (IFA interim loan and disbursement agreement). Seconded by D. Schulte. Motion carried 4-0.
Motion D. Schulte to approve the third reading of Ordinance Amendment No. 344 – Increasing the Sewer Service Charges for all utility customers of the City of Norway. Seconded by C. Van Horn. Ayes: 4 Nays: 0. Ordinance Amendment No. 344 passes 4-0.
Motion C. Van Horn to approve the second reading of Ordinance Amendment No. 345 – inserting Solar Collectors into Chapter 155 under the section pertaining to “Building Permit Issuance.” In Residential Zoning Districts, Solar Collectors must be installed on the roof of an existing structure. Stand-Alone Solar Collectors shall not be permitted; installation of Stand-Alone Solar Collectors in other Zoning Districts may be permitted, subject to the approval of the City Council. Seconded by M. Schulte. Motion carried 4-0.
Motion C. Van Horn to waive the third reading of Ordinance Amendment No. 345. Seconded by D. Schulte. Ayes:4. Nays: 0. Ordinance Amendment No. 345 passes 4-0.
Potential changes to the employee handbook were discussed.
A budget workshop was conducted.
Motion S. Rudie authorizing the installation of a restroom at the City Maintenance Shop. Seconded by C. Van Horn. Motion carried 4-0.
*Correction to the minutes of February 3rd, 2025, city council meeting- The date was typed incorrectly as January 27th, 2025. The correct date is February 3rd, 2025.
Motion S. Rudie to adjourn at 6:43pm. Seconded by C. Van Horn. Motion carried 4-0.
