The Belle Plaine City Council met for a Council Workshop on October 29, 2025, at 6:30 p.m. in the Council Chambers at Belle Plaine City Hall with Mayor Garrett Landuyt presiding. Present were Councilpersons Judy Schlesselman, Dillion McGrane, Mitch Malcolm and Charmaine Wickwire. Also present were City Administrator Steve Beck and City Clerk Sandy Walton. The Pledge of Allegiance was recited.
Motion by Schlesselman, seconded by Wickwire to approve the Consent Agenda. On roll call vote, all voted aye, motion carried 4-0.
Employee evaluation forms for the City Administrator were handed out to the council members for them to complete and return to Mayor Landuyt. Deadline is 5pm on November 10th. There will be a separate meeting which will go into closed session to complete the City Administrator’s review on November 18th at 6:30pm.
The city council discussed the status of the airport, airport commission, and city council’s role in its administration. Mayor Landuyt will speak with the Airport Commission to offer encouragement, guidance and some expectations.
Handouts of prior water documents including PER’s, timetables, and projects were handed out to the city council members. Prior options, needed upgrades, possible financing options and limitations, as well as expectations were discussed. Fehr Graham, our engineers, will be at the November 5th City Council meeting. Council members should bring their questions to that meeting.
The status of many downtown awnings in need of repair was discussed. Several ideas were talked about to help improve the appearance of our downtown. Steve will ask Emma from BPCDC to speak to business owners to see what they would like to have occur. The council feels that communication with the business owners is very important before any action is taken.

Motion by Malcolm, seconded by Wickwire to adjourn the meeting. All voted aye, motion carried 4-0. The meeting was adjourned at 8:19 p.m.
