Regular meeting of the Norway City Council was called to order by Mayor Loras Schulte at 5:30 PM.
Roll Call – Present: Darrell Schulte, Robby Miller, Shawn Rudie, Mike Schulte, & Christopher Van
Horn. Absent: None.
Motion by R. Miller to approve the agenda, minutes, & bills as presented. Seconded by D. Schulte. Motion carried 5-0.
James Nelson was present to take the oath of office for mayor. His two-year term will begin on January 2nd, 2026.
A Request for Proposal (RFP) was sent to two municipal garbage and recycling service providers. The submission deadline is December 5th, 2025, at 12:00pm.
Motion by R. Miller to approve and pass the second reading of Ordinance No. 348, increasing all sewer rates by 2% effective January 2nd, 2026, to meet the annual sewer rate adjustment requirement.
Seconded by D. Schulte. Motion carried 5-0. Second reading of Ordinance No. 348 passed 5-0.
Motion by S. Rudie to approve amending Ordinance No. 349 to include language allowing new
residential construction to be charged all debt reduction charges. Motion carried 5-0.
Motion by D. Schulte, seconded by R. Miller, to approve and pass the first reading of Ordinance No. 349, stating that new residential construction shall not be charged the minimum monthly water service charge until the property is sold or occupied. Motion carried 5–0. First reading of Ordinance No. 349 passed 5-0.
Motion by R. Miller to approve amending Ordinance No. 350 (amending Chapter 135.14(2)) to include language stating that City of Norway will complete snow removal in alleyways when snowfall accumulation of three (3) inches or more occurs within a 24-hour period, with precedence given to streets. Seconded by M. Schulte. Motion carried 5-0.
Motion by C. Van Horn to approve and pass the first reading of Ordinance No. 350, amending Chapter 135 to add section 135.16 – Curb & Gutter. Seconded by M. Schulte. First reading of Ordinance No. 350 passed 5-0.
The Iowa Economic Development Authority (IEDA) has awarded the City of Norway a Community Development Block Grant (CDBG) in an amount not to exceed $500,000. This grant will go towards funding the Water Pressure Booster System Project being required by the Iowa Department of Natural Resources (IDNR). Construction is estimated to begin in April of 2026 and be completed by July of 2027.
Motion by C. Van Horn to table the discussion of setting a pay structure for temporary or on-call helpers for public works until the next council meeting. Seconded by S. Rudie. Motion carried 5-0.
Motion by C. Van Horn to enter a closed session at 6:57pm pursuant to Code of Iowa Section 21.5(1)(i) to evaluate the professional competency of an individual whose appointment, hiring, performance, or discharge is being considered when necessary to prevent needless and irreparable injury to that individual’s reputation and that individual requests a closed session. Seconded by R. Miller. Motion carried 5-0.
Motion by D. Schulte to exit the closed session at 7:29pm. Seconded by M. Schulte. Motion carried 5-0.
Motion by C. Van Horn to adjourn the meeting at 7:30pm. Seconded by R. Miller. Motion carried 5-0.
