The Belle Plaine City Council met on January 21, 2026, at 6:30 p.m. in the Council Chambers at Belle Plaine City Hall with Mayor Garrett Landuyt presiding. Present were Councilpersons Judy Schlesselman, Tim Werth, Jacki McDermott, Mitch Malcolm, and Charmaine Wickwire. Also present was City Clerk Sandy Walton. City Administrator Steve Beck was absent. The Pledge of Allegiance was recited.

Motion by Wickwire, seconded by Malcolm to approve the Consent Agenda, Council Minutes of January 7th (with clarification that the JD tractor was purchased for the airport from Calwell, TX), and bills received. On roll call vote, all voted aye, motion carried 5-0.

Public Audience: None

John Taschner from the Belle Plaine Fire Department presented the 2025 Call Report which reflected total calls up from 63 to 84 calls for service during the year. The new SCBA’s have been ordered with an expected shipping date of March 30th, and the new fire truck is still on track for September delivery.

Wayne Parizek gave the quarterly update for the Community Center. There is a lot of daily activity as the Community Center, and the board is working hard to keep the facility looking its best.

Chief Hudson gave the monthly police report to the council. He pointed out that there is still an opening for a full-time police officer and that budget requests for next fiscal year have been submitted.

Motion by McDermott, seconded by Werth to approve renewal of a Class C Retail Alcohol License (LC) with Sunday Sales for El Catrin Mexican Cuisine Inc, 1009 7th Avenue, Belle Plaine, Iowa. On roll call vote, all voted aye, motion carried 5-0.

Motion by Werth, seconded by McDermott to approve renewal of a Class B Retail Alcohol License (LG) with Sunday Sales for Dollar General #6648, 405 13th Street, Belle Plaine, Iowa. On roll call vote, all voted aye, motion carried 5-0.

Motion by Werth, seconded by Wickwire to approve an agreement and contract with the City of Marengo for insect spraying services with the request that the end day be extended to October 31 if needed. On roll call vote, all voted aye, motion carried 5-0.

The City Clerk presented the December Treasurer’s Report and City Budget Report. She also handed out the FY25 Audit Report.

City Administrator Steve Beck provided a written report to council. The mayor has attended no additional meetings, but reminded council members of the BPCDC meeting at the Museum on January 22nd and the upcoming City of Belle Plaine Budget Workshop next Wednesday, 1/28/26 at 6:30pm.

Public Works Manager Jay Hamilton reported that the new Reserved sign for city hall parking has been ordered.

Correspondence: A handout from the Park & Recreation Director on 2026 goals was handed out to the council for their information.

Motion by Werth, seconded by Malcolm to adjourn the meeting. All voted aye, motion carried 5-0. The meeting was adjourned at 7:17 p.m.
