City Council Regular Meeting
February 23, 2026 – 6:00 PM

Mayor Boddicker opened the regular meeting at 6:00 PM.
Roll Call: Council Present: Cross. Rinderknecht, Seeck, Slouha
Approval of the Agenda: Motion by Seeck, 2nd by Cross approving the agenda, all yes, motion carried.
Consent Agenda and Bill Consent: Motion by Rinderknecht, 2nd by Messner to approve the minutes of February 9, 2026, and bills totaling $17,701.77, all present yes, motion carried.

Council Action:
a. David Paul was present to discuss a possible car show to be in Newhall on Main Street, Sunday, May 24th from 10:00 am – 3:00 pm. They would want to close Main Street business area from 8:00 am to 5:00 pm. Motion by Rinderknecht, 2nd by Slouha to approve car show and group to proceed and to update the city along the way, all present yes, motion carried.
b. 2nd Reading on Ordinance 266 Parking on Main Street was cancelled. Wording needs to be changed on the ordinance. It will need to be reposted in 3 places, and presented to council at the March 23, 2026 meeting.
c. Motion by Cross, 2nd by Seeck approving Resolution 2026-000 increasing the medical reimbursement for fulltime employees effective July 1, 2026 from $420.00 a month to $500.00 a month, roll call vote Cross, Seeck, Slouha, Rinderknecht all yes, motion carried.
Department Reports:
Public Works: Iowa Pump was notified of sewer panel work being approved; Roto Rooter jetted out a block on Railroad Street.
Mayor/Zoning: 1 building permit is in the works with JB Engineering, litigation information was
shared with council.
City Clerk – Interviews have begun, hopefully a candidate will be presented to the council at the next meeting.
Parks: Revised bylaws are in the works and will be completed soon.
Landfill: A contract was entered into with a company to supply top soil.
Library: Stop the Bleed 12 people attended; the grant for the STEM backpacks was successfully passed and will be forwarded to the grant committee; Red Headed Reptile program has been scheduled for July 25th at 11:00 am; next craft is St. Patrick’s Day – March 17th.
