COUNCIL PROCEEDINGS
March 10, 2026 6:00 pm

The regular meeting of the Keystone City Council was held Tuesday, March 10, 2026, at 6:00 pm.

Roll Call members present: Andresen, Bruns, Janss, Monson and Stoner. Absent: none. Also Present: Jamey Clemann, City Superintendent.

Mayor Kevin Rohrer called the meeting to order. Motion made by Andresen, second by Janss to approve the February 5 and 19 2026 minutes. Motion carried. All voted aye.

Motion made by Monson, second by Andresen, to approve the February 2026 treasurer report. Motion carried. All voted aye.

Motion made by Janss, second by Monson to open the public hearing on Non-Registered Pets. Motion carried. All voted aye.

The Mayor asked for any questions or comments. No written comments or questions from the clerk. No verbal or written comments or questions from the council or audience.

Motion made by Andresen, second by Monson to close the public hearing. Motion carried. All voted aye.

Motion made by Andresen, second by Bruns to order the clerk to contact the Sheriff’s office to issue municipal infractions to the pet owners that have not registered their pets. Motion carried. All voted aye.

Motion made by Andresen, second by Bruns, to approve the liquor license renewals for Snak Attach #53 and Main Street Bakery. Motion carried. All voted aye.

Motion made by Andresen, second by Stoner to approve the first reading of Ordinance 117 Amending Chapter 22 of the Municipal Code for the City of Keystone Library Trustees. The Board of Trustees of the Library, hereineafter referred to as the Board, consists of seven (7) members. Five (5) members of the Schroeder Public Library board shall be bona fide citizens and residents of the city. Two (2) of the members may be residents of unincorporated Benton County. All board members shall be over the age of eighteen (18) years. Motion carried. All voted aye.

Motion made by Andresen, second by Bruns to waive the second and third reading of Ordinance 117 Amending Chapter 22 of the Municipal Code. Motion carried. All voted aye.

Motion made by Monson, second by Bruns to approve Resolution 03-01-26 Placing a lien on the property at 204 3rd Avenue, Keystone, IA 52249. Motion carried. All voted aye.

Motion made by Andresen, second by Bruns to approve Resolution 03-02-26 Placing a lien on the property of 107 2nd Avenue, Keystone IA 52249. Motion carried. All voted aye.

Motion made by Monson, second by Janss to approve Resolution 03-03-26 Transfer Funds. Motion carried. All voted aye.

Motion made by Monson, second by Bruns to approve dust control through Benton County for oil. Motion carried. All voted aye.

Motion made by Janss, second by Bruns to the notice of Public Hearing for Proposed Property Tax Levy on April 2, 2026 at 6pm. Motion carried. All voted aye.

Motion made by Andresen, second by Bruns to approve the bills as presented. Motion carried. All voted aye.

Motion made by Andresen, second by Bruns, to adjourn the meeting. Motion carried. All voted aye. The next meeting is set for Thursday, April 2, 2026 at 6pm.
