The Belle Plaine City Council met on March 18, 2026, at 6:30 p.m. in the Council Chambers at Belle Plaine City Hall with Mayor Garrett Landuyt presiding. Present were Councilpersons Charmaine Wickwire, Judy Schlesselman, Tim Werth, Mitch Malcolm, and Jacki McDermott. Also present was City Clerk Sandy Walton, Public Works Supervisor Jay Hamilton, and Police Chief Kris Hudson. The Pledge of Allegiance was recited.
Motion by Werth, seconded by Wickwire to approve the Consent Agenda, Council Minutes of March 4th, and bills received. On roll call vote, all voted aye, motion carried 5-0.
Public Audience: None
Chief Hudson presented the calls for service report for February and discussed the GSTB grant received as well as plans to start the nuisance abatement process this spring.
Motion by Werth, seconded by Malcolm to approve the purchase of a 2026 Tahoe based on the quote received from Karl Emergency Vehicles. Much of the equipment will transfer from the 2023 Tahoe that will be sold. On roll call vote, all voted aye, motion carried 5-0.
Review of the quote for airport renovations was tabled to a future meeting.
Motion by Malcolm, seconded by McDermott to approve Resolution #26-03-02; a resolution setting a date of meeting for April 15th at 6:30pm at which it is proposed to approve a development agreement with Frontier Distribution LLC, including annual appropriation tax increment payments. On roll call vote, all voted aye, motion carried 5-0.
Motion by Malcolm, seconded by Schlesselman to approve Resolution #26-03-03; a resolution fixing a date of meeting for public hearing for April 15th at 6:30pm on the receipt and approval of proposals for the disposal and development of certain city-owned real property in the Belle Plaine Urban Renewal Area. On roll call vote, all voted aye, motion carried 5-0.
Motion by Wickwire, seconded by McDermott to approve the first reading of Ordinance #26-1; an ordinance providing for the division of taxes levied on taxable property in the November 2025 Addition to the Belle Plaine Urban Renewal Area, Pursuant to Section 403.19 of the Code of Iowa. On roll call vote, all voted aye, motion carried 5-0.
Motion by Schlesselman, seconded by Werth to waive the second reading of Ordinance #26-1; an ordinance providing for the division of taxes levied on taxable property in the November 2025 Addition to the Belle Plaine Urban Renewal Area, Pursuant to Section 403.19 of the Code of Iowa. On roll call vote, all voted aye, motion carried 5-0.
Motion by McDermott, seconded by Malcolm to waive and adopt the third and final reading of Ordinance #26-1; an ordinance providing for the division of taxes levied on taxable property in the November 2025 Addition to the Belle Plaine Urban Renewal Area, Pursuant to Section 403.19 of the Code of Iowa. On roll call vote, all voted aye, motion carried 5-0. This ordinance will go into effect once published on April 1st.
Motion by Wickwire, seconded by Malcolm to approve Resolution #26-03-01; a resolution on setting a public hearing on delinquent animal (cat & dog) licenses for April 15th at 6:30pm. On roll call vote, all voted aye, motion carried 5-0.
Motion by Werth, seconded by Schlesselman to approve Resolution #26-03-05; a resolution on setting a public hearing on delinquent chicken licenses for April 15th at 6:30pm. On roll call vote, all voted aye, motion carried 5-0.
Motion by McDermott, seconded by Schlesselman to approve a contract for porta-pot rentals for 2026 with Jay Bird’s Porta-pot Rentals. On roll call vote, all voted aye, motion carried 5-0.
The City Clerk presented the February Treasurer’s Report, City Budget Report and also reported on the status of projects being covered out of the city administrator’s office.
Council members discussed who would attend the 35th annual Community Forestry Award Luncheon to accept our Tree City USA award for 2025 being held in Ankeny on April 8th. We must RSVP by 3/30.
Public Works Supervisor, Jay Hamilton, reported on road repair status, the meter project, preliminary plans to repair the city parking lot, and new public works employee (Hunter McAdam) that started recently.
Mayor Landuyt will be attending the landfill meeting on Thursday.
Correspondence: The Community Center provided a copy of their weekly schedule to the Council.
Old Business: Reminder that the CIP workshop is scheduled for Thursday, March 26th at 6:30pm. Also, the meeting with the Time Capsule Committee is being rescheduled to April 12th at 2pm at the museum.
Committee of the Whole: A possible change to Chapter 21.01 of the Code of Ordinances was discussed. There will be no changes at this time. Also discussed was the possible creation of a Compensation Committee. It was determined that it is not necessary.
The City of Belle Plaine and the City Council would like to extend their sympathy to the Rima Johnson family. Rima has worked for the Belle Plaine Library for over a decade and will be greatly missed.
Motion by Werth, seconded by McDermott to adjourn the meeting. All voted aye, motion carried 5-0. The meeting was adjourned at 7:48 p.m.
