Council Meeting Minutes

Regular meeting of the Norway City Council was called to order by Mayor Jim Nelson at 5:40 PM.
Roll Call – Present: Darrell Schulte, Shawn Rudie, Christopher Van Horn, Mike Schulte, & Robby
Miller. Absent: None.

Motion by M. Schulte to approve the agenda, previous meeting minutes, and bills as presented.
Seconded by R. Miller. Motion carried 5-0.

Motion by D. Schulte, seconded by M. Schulte to enter closed session pursuant to Iowa Code Section
21.5(1)(c) to discuss strategy with legal counsel in matters that are presently in litigation or where
litigation is imminent and where its disclosure would be likely to prejudice or disadvantage the
government.
Roll Call Vote – Ayes: Darrell Schulte, Shawn Rudie, Christopher Van Horn, Mike Schulte, and Robby
Miller.
Nays: None.
Motion carried 5-0.
Council entered closed session at 5:41pm.

Return to open session- Motion by D. Schulte, Seconded by M. Schulte to end closed session and return
to open session. Roll Call Vote – Ayes: Darrell Schulte, Shawn Rudie, Christopher Van Horn, Mike
Schulte, and Robby Miller.
Nays: None.
Motion carried 5-0.
Council returned to open session at 6:04pm.

Motion by C. Van Horn to schedule an additional closed session pursuant to Iowa Code Section
21.5(1)(c) to discuss strategy with legal counsel in matters that are presently in litigation or where
litigation is imminent and where its disclosure would be likely to prejudice or disadvantage the
government, for Wednesday March 25th at 5:40pm. Seconded by R. Miller. Motion carried 5-0.
310 W. Railroad Street – Concrete raised to curb concern was discussed. The property owner was not
present. No action was taken.

Ordinance amendment No. 354 was discussed. No action was taken.

Motion by C. Van Horn to pass and approve the second reading of Ordinance Amendment No. 355 –
amending Chapter 50.02 of the Norway Code of Ordinances – ‘Nuisance Abatement Procedure’.
Seconded by M. Schulte. Motion carried 5-0.

Motion by C. Van Horn to waive the third and final reading of Ordinance Amendment No. 355.
Seconded by D. Schulte. Motion carried 5-0.
Ordinance Amendment No. 355 passes and is adopted.

Motion by M. Schulte to set April 13th, 2026, as the Public Hearing date for the Fiscal Year 2027 Full
Budget Adoption hearing. Seconded by D. Schulte. Motion carried 5-0.

Motion by D. Schulte to proceed with contracting a public works assistant on an as needed basis
utilizing Petrzelka Dirt Works’ employee at $25.00 per hour. Seconded by M. Schulte. Motion carried 5-
0.
Continued discussion on dead trees on private property took place. No action was taken.
The City Clerk inquired with council about setting up a tax-exempt Amazon business account for
necessary purchases and received council approval.

A budget workshop was conducted.

Motion by S. Rudie, seconded by C. Van Horn, to adjourn the meeting at 7:08PM. Motion carried 5–0.

Call – Present: Darrell Schulte, Shawn Rudie, Christopher Van Horn, Mike Schulte, & Robby Miller.
Absent: None.

Motion by R. Miller to approve the agenda as presented. Seconded by M. Schulte. Motion carried 5-0.
Mayor Jim Nelson called the Fiscal Year 2027 Property Tax Levy Public Hearing to order at 5:30pm.
The mayor provided an overview of the proposed property tax levy and explained the total proposed
levy rate and major budget categories. Hearing no comments for or against the proposed levy. Mayor
Jim Nelson closed the public hearing at 5:37pm.

Motion by C. Van Horn, seconded by D. Schulte, to adjourn the meeting at 5:37PM. Motion carried 5–0.
