City Council Regular Meeting
March 23, 2026 – 6:00 PM
Motion by Seeck, 2nd by Slouha opening the Public Hearing 6:00 PM to discuss the Proposed Property
Tax Levy for FY27, all present yes, motion carried. The amounts on the Consolidated General Fund,
Liability, Property and Self Insurance and the Other Employee Benefits were discussed. Motion by
Rinderknecht, 2nd by Slouha closing the Public Hearing, all yes, motion carried.
Mayor Boddicker opened the regular meeting at 6:12 PM.
Roll Call: Council Present: Cross. Rinderknecht, Seeck, Slouha
Approval of the Agenda: Motion by Seeck, 2nd by Cross approving the agenda, all yes, motion carried.
Mayor: Residents have reached out regarding wild or wondering cats around town. What are we going
to do with them? The City of Newhall has won legal action regarding the abandoned property located at
604 3rd Street. The structure has been determined to be in severe disrepair and poses ongoing concerns
for safety and nuisance conditions. Following completion of the appeal period, the City will take
possession of the property and proceed with the next appropriate steps. Council person Seeck agreed
that meeting with the attorney responsible for the litigation in closed session after the appeal process is
completed is a good idea.
Parks: Meeting was held and teams are being established after registration. It was confirmed that the
coaches will be responsible for maintaining the infield of the fields and no one under 18 is allowed on
city equipment.
Benton County Landfill: Audit completed and everything was ok.
Consent Agenda and Bill Consent: Motion by Rinderknecht, 2nd by Slouha to approve the minutes of
March 9, 2026 and March 10, 2026, and bills totaling $8,893.87, all present yes, motion carried

Council Action:
a. City of Newhall Proposed Property Tax Levy – motion by Seeck, 2nd by Slouha approving
the 7% increase to city regular residential property taxes and 15.06 city regular
commercial, roll call vote all yes, motion carried.
b. Motion by Slouha, 2nd by Seeck approving increase to FY27 Property Insurance with First
Main Street (Anderson Insurance) adding $70 annual cost for $250,000 insurance for
Violent Event Response; approval NOT to add Flood Coverage or Earthquake Insurance;
and any increasing for the new fire truck will occur after we receive the truck; all present
yes, motion carried.
c. Motion by Slouha, 2nd by Cross approving the hiring of Veronica Fisher at $20.00 an hour
and a $1 an hour raise after 6 month probationary period, all present yes, motion carried.
Veronica will begin employment 3/30/2026.
