The Belle Plaine City Council met in Special Session on September 25, 2019, at 6:01 p.m. in the City Council Chambers with Mayor Dave Fish presiding. Present: Judy Schlesselman, Mary Pech, Mark Tegeler and Mitch Malcolm. Also present City Clerk Jacki McDermott.
The Pledge of Allegiance was recited.
Motion by Tegeler to approve the consent agenda, seconded by Pech. On roll call, all voted aye. Motion carried.
The Council discussed provisions concerning the interviewing and hiring of a new city administrator. There are ten applicants, as one applicant has withdrawn from the search. Callahan Municipal Consultants sent an alphabetized list and gave the city a method to rate the candidates and hints on who to interview.
Motion by Tegeler, seconded by Malcolm to interview four candidates on Wednesday October 9th and 16th from 5:00 p.m. to 7:00 p.m. and 7:00 to 9:00 p.m. and to move the regular council meeting from October 16th to October 23rd. On roll call, all voted Aye. Motion carried.
Motion by Tegeler, seconded by Malcolm to reserve Saturday October 12th from 9:00 a.m. to 11:00 a.m. to interview candidates if needed. On roll call, all voted Aye. Motion carried.
Motion by Malcolm to enter into closed session at 6:23 p.m., seconded by Schlesselman to enter into closed session under Iowa Code 21.5 concerning the city administrator’s position to “evaluate the professional competency of an individual whose appointment, hiring, performance, discharge is being considered when necessary to prevent needless and irreparable injury to that individual’s reputation and that individual requests a closed session. Permission was obtained from all candidates whose resumes were to be examined. On roll call, Tegeler voted Aye, Malcolm voted Aye, Pech voted Aye and Schlesselman voted Aye. Motion carried.
Motion by Malcolm to come out of closed session at 6:41 p.m., seconded by Tegeler. On roll call, Tegeler voted Aye, Malcolm voted Aye, Pech voted Aye and Schlesselman voted Aye. Motion carried.
Motion by Malcolm, seconded by Schlesselman to have the mayor start the interview process with the candidates that were chosen to interview. On roll call, all voted Aye. Motion carried.
Motion by Tegeler to adjourn the meeting, seconded by Pech. On roll call vote, all voted Aye, motion carried. Meeting adjourned at 6:43 p.m.
