Minutes of Atkins City Council Meeting
November 18th, 2019
Atkins, Iowa
Council met in regular session. Members present by roll call were: Mayor Bruce Visser, Robert Spading, Heather Rinderknecht, Tim Harbach, Rodney Haerther and Joey Svejda. Absent: None. Mayor Bruce Visser called the meeting to order at 7:30 pm. Also, present: Amber Bell, City Clerk, Todd Damon Atkins Public Works, Nick Eisenbacher from Snyder & Associates, Lana Robison and Wes Howard from Cedar Ridge Homes.
Harbach made a motion to approve the consent agenda including:
City Council Minutes of Regular Meeting November 4th, 2019.
City Council Minutes of Joint Special Meeting November 12th, 2019.
Accept and file, Engineers report Dated November 18th, 2019.

Rinderknecht made a motion to open the Public Hearing to consider Ordinance Number 216
Floodplain Management Regulations for the City of Atkins. Harbach Seconded the Motion.
Ayes: Svejda, Rinderknecht, Spading, Haerther and Harbach. Nay: None. Absent: None.
Motion carried.
No written comments were received by the City. The Hearing was opened up to public
comments, but none were received. Svejda made a motion to Close the public hearing.
Spading seconded the motion. Ayes: Svejda, Rinderknecht, Spading, Haerther and Harbach. Nay: None. Absent: None. Motion carried.
The Public Hearing was then closed
Spading made a motion to approve the first reading of Ordinance No. 216 adopting Floodplain Management Regulations by adding a new Chapter 160 to the City of Atkins Code of Ordinances. Rinderknecht seconded the motion. Ayes: Svejda, Rinderknecht, Spading, Haerther and Harbach. Nay: None. Absent: None. Motion carried.
Harbach made a motion to approve a Mayoral appointment to the Atkins Planning and Zoning
Commission – Ryan Hosch, Atkins. Rinderknecht seconded the motion. Ayes: Svejda,
Rinderknecht, Spading, Haerther and Harbach. Nay: None. Absent: None. Motion carried.
Harbach made a motion to adopt Resolution #750 to Approve the Annual Financial Report
(AFR) FY19 for the City of Atkins. The motion was seconded by Haerther. Ayes: Svejda,
Rinderknecht, Spading, Haerther and Harbach. Nay: None. Absent: None. Motion carried.
Spading made a motion to adopt Resolution #751 to Approve the Certification of Tax Increment
Financing (TIF) Debt to the Benton County Auditor for 2019. The motion was seconded by
Harbach. Ayes: Svejda, Rinderknecht, Spading, Haerther and Harbach. Nay: None. Absent:
None. Motion carried.
Rinderknecht made a motion to adopt Resolution #752 to Approve the Annual Urban Renewal Report (AURR) 2018-2019 For the City of Atkins. The motion was seconded by Harbach.
Ayes: Svejda, Rinderknecht, Spading, Haerther and Harbach. Nay: None. Absent: None.
Motion carried.
Harbach made a motion to adopt Resolution #753 to into a Financial Planning Agreement with Northland Securities Inc. for a Utility Rate Study and other financial analysis for the City of Atkins. The motion was seconded by Spading. Ayes: Svejda, Rinderknecht, Spading,
Haerther and Harbach. Nay: None. Absent: None. Motion carried.
The Council discussed the street design and widths of the streets in the Atkins and on the
updates on the maintenance work on City Well #2. The Council also discussed the Atkins
Water Distribution Study 2019. The Council discussed the Budget timeline and the new budget regulations and processes. The Council also discussed some training opportunities for the new council members. Damon also gave the Council an update on public works.
The next Regular Council Meeting date for Monday, December 2nd, 2019 at 7:30PM at Atkins City Hall.
Harbach made a motion to adjourn the meeting. Svejda seconded the motion. Ayes: Svejda, Rinderknecht, Spading, Haerther and Harbach. Nay: None. Absent: None. Motion carried.
