COUNCIL ROUNDUP: Atkins, Dec. 2, 2019

December 2nd, 2019 Atkins, Iowa

Council met in Special session. Members present by roll call were: Mayor Bruce Visser, Robert Spading, Heather Rinderknecht, Tim Harbach and Joey Svejda. Absent: Rodney Haerther.

Mayor Bruce Visser called the meeting to order at 6:30 pm. Also, present: Amber Bell City
Clerk, Todd Damon and Jarrod Thomlison from Atkins Public Works, Nathan Shepard, Lana Robison and Janelle Heuton from gWorks.

Harbach made a motion to approve the agenda for December 2nd, 2019. Spading seconded to the motion. Ayes: Svejda, Rinderknecht, Spading and Harbach. Nay:
None. Absent: Haerther. Motion carried.

The City Council saw a presentation from gWorks. The presentation showed GIS software and services. The Council also reviewed a quote from gWorks for a GIS System. The council met to gather information only, no action was taken at this meeting. The council discussed the GIS presentation and quotes. The Council asked questions from Janelle Heuton the presenter from gWorks.

Council met in Regular session. Members present by roll call were: Mayor Bruce Visser, Robert Spading, Heather Rinderknecht, Tim Harbach and Joey Svejda. Absent: Rodney Haerther. Mayor Bruce Visser called the meeting to order at 7:40 pm. Also, present: Amber Bell City Clerk, Todd Damon and Jarrod Thomlison from Atkins Public Works, Nathan Shepard and Lana Robison.

Harbach made a motion to approve the consent agenda for December 2nd, 2019 Including: City Council Minutes of Regular Minutes of December 2nd , 2019.

Harbach made a motion to approve waving the 2nd reading of Ordinance # 216 adopting Floodplain Management regulations by adding a new Chapter 160 to the City of Atkins Code of Ordinances. Rinderknecht seconded the motion. Ayes: Svejda, Rinderknecht, Spading and Harbach. Nay: None. Absent: Haerther. Motion carried.

Spading made a motion to approve the 3rd reading of Ordinance # 216 adopting Floodplain Management Regulations by adding a new Chapter 160 to the City of Atkins Code of Ordinances. Svejda seconded the motion. Ayes: Svejda, Rinderknecht, Spading and Harbach. Nay: None. Absent: Haerther. Motion carried.

Svejda made a motion to proceed with the purchase of the snow blower. The motion includes the purchase of a front mounted snow blower and weights up to $16,000.00. Harbach seconded the motion. Ayes: Svejda, Rinderknecht, Spading and Harbach. Nay: None. Absent: Haerther. Motion carried.

The Council discussed the street widths in developments. The council discussed setting standard widths for specific streets to using the standards laid out in SUDAS. The council discussed the width of Cardinal Ave going into the new proposed development. A Resolution will be presented at the next meeting to vote on. No Action was taken on this item at this meeting.

The Council heard updates on the City of Atkins FY21 Budget and discussed updates for the Water Distribution Study for the City of Atkins. No Action was taken on these items.
The Council heard an update on other public works items and updates on the progress of Well #2.

The next Regular Council Meeting date for Monday, December 16th, 2019 at 7:30PM at Atkins City Hall.
