Belle Plaine, Iowa

January 2, 2020
The Belle Plaine City Council met on January 2, 2020, at 6:00 p.m. in the City Council Chambers with Mayor Dave Fish presiding. Present: Judy Schlesselman, Mary Pech, Mark Tegeler, Mitch Malcolm and Garrett Landuyt. Also present were City Clerk Jacki McDermott and City Administrator Steve Beck.
The Pledge of Allegiance was recited.
Motion by Schlesselman to approve the consent agenda consisting of council minutes from December 18, 2019, receiving and filing of the minutes from the December 17, 2019 meeting of the Belle Plaine Community Library Board of Trustees and bills received, second was by Malcolm. On roll call, all voted aye. Motion carried.
Residents Comments: None.
Motion by Tegeler, seconded by Schlesselman to approve the renewal of a Class C Liquor License (LC) (Commercial) with Sunday sales to O’Leary’s Office Tap LLC at 825 12th Street, Belle Plaine, Iowa. On roll call, all voted Aye. Motion carried.
Motion by Tegeler, seconded by Schlesselman to approve the renewal of a Class B Beer Permit (BC), Class B Wine Permit & Sunday Sales for Dollar General Store #6648 at 1406 Sunset Drive, Belle Plaine, Iowa. On roll call, all voted Aye. Motion carried.
Motion by Schlesselman, seconded by Landuyt to approve the renewal of a Class C Liquor License (LC) (Commercial) with Outdoor Service and Sunday Sales for Jennings Bradshaw Post #39 at 1008 12th Street in Belle Plaine, Iowa. On roll call, all voted Aye. Motion carried.
Motion by Malcolm, seconded by Schlesselman to approve Resolution 20-01-01: a resolution approving the transfer of funds from one fund to the other. On roll call, all voted Aye. Motion carried.
Motion by Schlesselman, seconded by Landuyt, to set the Budget Workshop for January 13, 2020 at 6:00 p.m. in Council Chambers at City Hall. On roll call, all voted Aye. Motion carried.
The City Administrator talked to the council about future plans for creating Tax Increment Financing districts in new additions so that infrastructure can be built.
The Mayor told the council that he attended a Benton County Landfill meeting, where the topic was taking over collection of rural recycling from the county. Several committee members are in favor of letting the county continue. The mayor has major concerns on why the Landfill Commission should take on the task of collecting rural recycling.
The mayor also discovered that the ECICOG (East Central Iowa Council of Governments) had contacted him about United States Department of Agriculture grants for small cities but the City of Belle Plaine is larger than what these grants allow.
Resident comments: None.
Correspondence: The City of Belle Plaine received a letter from the Benton County Treasurer about closing the Driver’s License Station in Belle Plaine which has been a satellite office since at least the 1960s. The email addresses for the Board of Supervisors were circulated to the council members so that they can contact the Supervisors with their concerns and also authorized the city administrator to write a letter concerning this issue for all the council and the Mayor to sign.

Motion by Tegeler to adjourn the meeting, seconded by Landuyt. On roll call vote, all voted Aye, motion carried. Meeting adjourned at 6:43 p.m.
