Minutes of Atkins City Council Meeting
January 6th, 2020 Atkins, Iowa
Council met in Regular session. Members present by roll call were: Mayor Bruce Visser, Robert
Spading, Heather Rinderknecht, Nathan Shepard, Lana Robison and Joey Svejda. Absent:
None. Mayor Bruce Visser called the meeting to order at 7:34 pm. Also, present: Amber Bell
City Clerk, Todd Damon Atkins Public Works, Dave Upah from Benton County Sheriffs and
Spading made a motion to approve the consent agenda for January 6th, 2020 Including:

The City Council will be changing the City Council meetings to start at 7:00pm instead of
7:30pm. Starting February 3rd, 2020, the City Council Meetings will be the First and
Third Mondays at 7pm.
Rinderknecht made a motion to adopt Resolution # 761 relating to the financing of a proposed
project to be undertaken by the City of Atkins, Iowa. Establishing compliance with
reimbursement bond regulations under the internal revenue code. Robison seconded the
motion. Ayes: Svejda, Rinderknecht, Shepard, Spading and Robison. Nay: None. Absent:
None. Motion carried.
Spading made a Motion to set a time and place for a public hearing to consider a resolution
establishing maximum property ta dollars for FY21, Pursuant to Code of Iowa Section 384.15A.
The Public Hearing will be February 3rd, 2020. At Atkins City Hall at 7:00pm. Svejda seconded
the motion. Ayes: Svejda, Rinderknecht, Shepard, Spading and Robison. Nay: None. Absent:
None. Motion carried.
The Council discussed the FY21 City Budget Process and the creation of a City Administrator
position. The Council also discussed getting quotes on doing a study to create a Atkins Master
Park Facilities Plan.
Spading made a motion to table any action on the Atkins Water Distribution Study 2019 –
Draft. Shepard seconded the motion. Ayes: Svejda, Rinderknecht, Shepard, Spading and
Robison. Nay: None. Absent: None. Motion carried.
Shepard made a motion to adopt Resolution 767 Fund Transfers of Rollover from FY19 to
FY20 for the City of Atkins. The motion includes the transfers for Water, Sewer, Roads and
Parks. The Motion excludes Transfers for The Atkins Fire Department and the Library. Svejda
seconded the motion. Ayes: Svejda, Rinderknecht, Shepard, Spading and Robison. Nay: None.
Absent: None. Motion carried.
The next Regular Council Meeting date for Monday, January 20th, 2020 at 7:30PM at Atkins
Svejda made a motion to adjourn the meeting. Robison seconded the motion. Ayes: Svejda,
Rinderknecht, Shepard, Spading and Robison. Nay: None. Absent: None. Motion carried.
