COUNCIL: Luzerne March 2020

CITY OF LUZERNE COUNCIL PROCEEDINGS-MARCH 5, 2020

7:00 PM

The regular meeting of the Luzerne City Council was called to order by Mayor John Brandt, followed by the Pledge of Allegiance. Council members Dwight Glinsmann, Kelly Kendall, Patrick McLeod, Lorin Potter and Barbara Shields were present.

The mayor opened the public hearing for the FY 21 budget. Council discussion followed. Glinsmann moved to approve the FY 21 budget by passing Resolution #419, seconded by Shields. Roll call vote-all ayes, motion carried. The mayor closed the public hearing.

The mayor opened the public hearing for the FY20 budget amendment. Council discussion followed. Kendall moved to approve the FY 20 budget amendment by passing Resolution #420, seconded by Potter Roll call vote – all ayes, motion carried. The mayor then closed the public hearing.

Glinsmann moved to approve the reading of the February 6, 2020 minutes as read, seconded by Shields. Roll call vote – all ayes, motion carried.

Kendall moved to approve the February 20, 2020 special meeting minutes as read, seconded by Shields. Roll call vote – all ayes, motion carried.

Kendall moved to approve the following bill, seconded by Shields.

  • J & R Sanitation – February pick up $350.00
  • Poweshiek Water 37.00
  • Alliant Energy meter $108.96, streetlights $287.34 396.30
  • Jan Kendall- 84 copies at $.10, garbage statements $5.10 13.50
  • Iowa Association of Municipal Utilities – annual dues 400.00
  • Benton County Solid Waste Commission – ¼ year landfill use 624.00
  • John Brandt – reimbursement for pickup blade parts $95.00, labor $50.00 145.00
  • Kelly Kendall – 2 hrs. snow plowing @ $11 per hour 22.00

Roll call vote – all ayes, motion carried.

The mayor opened discussion on making a new solid waste and recycling contract. Council discussion followed. Kendall moved to have the clerk contact J & R Sanitation to discuss whether they are interested in renewing the city’s contract with them, seconded by Shields. Roll call vote – all ayes, motion carried. The item will be put on the next agenda.

The mayor opened discussion on nuisances. The mayor reported there were two nuisances which needed to be discussed. The first one consists of two non-moving vehicles with either no plates or expired plates, a dead pet outside the house, and a downed fence panel. Council discussion followed. Potter moved to give the property owners ten days notice by regular and registered mail to abate the nuisances or the city will take action to abate them, seconded by Kendall. Roll call vote – all ayes, motion carried. The second nuisance consists of an unlicensed vehicle in the backyard and a pickup box full of junk in the front yard. Kendall moved to give the property owners/ renters ten days- notice by regular and registered mail to abate the nuisances, or the city will take action to abate them, seconded by Glinsmann. Roll call vote – all ayes, motion carried.

The mayor opened discussion on insurance coverage for the city’s newly purchased Ford F350 pickup. Council discussion followed. Glinsmann moved to put liability insurance on the pickup, seconded by Kendall. Roll call vote – all ayes, motion carried. The clerk will let Drahn Insurance know of the council’s decision.

The mayor opened discussion on necessary work on the manhole drain on north side of the park on Exchange Street. The mayor reported the dirt around the manhole cover has washed away over time and needs to be replaced. Council discussion followed. Potter moved to send a letter to the property owner explaining the work that needs to be done, which the city will pay, seconded by Kendall. Roll call vote -all ayes, motion carried. The clerk will send the letter, and another one will be hand delivered to the property owner by Glinsmann.

With no further business on the agenda, Kendall moved to adjourn the meeting at 8:10 PM, seconded by Potter. Roll call vote – all ayes, motion carried.
