Minutes of Atkins City Council Meeting
March 2nd, 2020 Atkins, Iowa

Council met in Regular session. Members present by roll call were Robert Spading, Heather Rinderknecht, Nathan Shepard and Joey Svejda. Lana Robison was home with illness and joined on speaker phone. Absent: None. Mayor Bruce Visser called the meeting to order at 7:00 pm. Also, present: Amber Bell City Clerk, Wes Howard from Cedar Ridge Developing, Dave Vanous from Stone Ridge Developing, Brad Bergeson and Mike Palumbo.
Spading made a motion to approve the consent agenda for March 2nd, 2020 Including:
City Council Minutes of Special Meeting February 17th, 2020.

Spading made a motion to proceed with changing Ordinance 186, Urban Chickens. The change in the Ordinance will take out the requirement of a privacy fence. The Ordinance will be re written and presented to the Council for the first reading at a later meeting. Rinderknecht seconded the motion. Ayes: Svejda, Rinderknecht, Robison (via Speakerphone), Spading and Shepard. Nay: None. Absent: None. Motion carried.

Visser updated the council on the meeting time and date to hear a presentation on a City
Administrator Position.

At 7:30 pm Spading made a motion to enter a Public Hearing concerning the Proposed City Budget
for Fiscal Year July 1, 2020 – June 30, 2021 for the City of Atkins. Rinderknecht seconded the
motion. Ayes: Svejda, Rinderknecht, Robison (via Speakerphone), Spading and Shepard. Nay: None.
Absent: None. Motion carried.

No written comments were received. Public comments were accepted by the City Council.
Svejda made a motion to Close the public hearing. Spading seconded the motion. Ayes: Svejda,
Rinderknecht, Robison (via Speakerphone), Spading and Shepard. Nay: None. Absent: None. Motion
carried.

Shepard made a motion to pass the Proposed City Budget for Fiscal Year July 1, 2020 – June 30, 2021
for the City of Atkins with a change. The proposed change is to have the library pay FICA/IPERS out
of the library general fund, without increasing the proposed general library budget. Then decrease the FICA/IPERS special revenue levy by $21,302.00. Robison seconded the motion. Ayes: Robison (via
Speakerphone) and Shepard. Nay: Rinderknecht, Spading and Svejda. Absent: None. Motion did not
pass.

Spading made a motion to pass the Proposed City Budget for Fiscal Year July 1, 2020 – June 30, 2021
for the City of Atkins as proposed. Svejda seconded the motion. Ayes: Svejda, Rinderknecht and
Spading. Nay: Robison (via Speakerphone) and Shepard. Absent: None. Motion did not pass.
Shepard made a motion to table the passing the Proposed City Budget for Fiscal Year July 1, 2020 –
June 30, 2021 for the City of Atkins. Spading seconded the motion. Ayes: Svejda, Rinderknecht,
Robison (via Speakerphone), Spading and Shepard. Nay: None. Absent: None. Motion carried.
Rinderknecht made a motion to proceed with working with bonding agents to gather more
information for the council on economic development. Spading seconded the motion. Ayes: Svejda,
Rinderknecht, Robison (via Speakerphone), Spading and Shepard. Nay: None. Absent: None. Motion
carried.

The Council discussed updates from public works. The Well # 2 rehab project is close to being done.
The well is now pumping 300 Gallons of water per minute.

March 10th, 2020 Atkins, Iowa

Council met in Work session. Members present by roll call were Robert Spading, Heather
Rinderknecht, Nathan Shepard and Lana Robison. Absent: Joey Svejda. Mayor Bruce Visser
called the meeting to order at 6:00 pm. Also, present: Amber Bell City Clerk, Cathy Becke
from the Atkins Public Library, Todd Damon from Atkins Public Works and Pat Callahan.
Spading made a motion to approve the agenda for March 10th, 2020.

Shepard seconded to the motion. Ayes: Rinderknecht, Robison, Spading and Shepard. Nay:
None. Absent: Svejda. Motion carried.

The Council heard a presentation from Pat Callahan on a proposed City Administrator
Position. The council discussed questions with Pat Callahan. The Council did not make any
votes or motions.

March 16th, 2020 Atkins, Iowa
Council met in regular session. Members present by roll call were Robert Spading, Heather
Rinderknecht, Joey Svejda, Nathan Shepard and Lana Robison. Absent: None. Mayor Bruce
Visser called the meeting to order at 7:00 pm. Also, present: Amber Bell City Clerk, Cathy
Becker Atkins Public Library, Terry Carney and Kirk Draper form the Atkins Library Board.
Shepard made a motion to approve the consent agenda items for March 16th, 2020.

The council discussed a written response that will be released to the public to address COVID19. The council also had a discussion concerning the Atkins Library Program activities and
budget.

Spading made a motion to open the Public Hearing concerning Ordinance 217, Amending
Section 55A.06(a) Code of Ordinances, City of Atkins, Urban Chickens. The Amendment
removes the requirement of a privacy fence from City Code Section 55A.06(a). The motion
was made at 7:30 pm. Shepard seconded the motion. Ayes: Rinderknecht, Svejda, Robison,
Spading and Shepard. Nay: None. Absent: None. Motion carried.

The City accepted One written response that was read aloud at the meeting. There were no oral
comments given. Robison made a motion to close the public hearing. Ayes: Rinderknecht,
Svejda, Robison, Spading and Shepard. Nay: None. Absent: None. Motion carried.

Shepard made a Motion to approve first reading of Ordinance 217 AN ORDINANCE OF THE
CITY OF ATKINS, IOWA, BENTON COUNTY, BY AMENDING SECTION 55A.06,
SUBSECTION (a), PROVISIONS PERTAINING TO URBAN CHICKEN ENCLOSURES.
Spading seconded the motion. Ayes: Rinderknecht, Svejda, Robison, Spading and Shepard.
Nay: None. Absent: None. Motion carried.

Spading made a motion to adopt Resolution Number 780 ADOPT BUDGET FOR FISCAL
YEAR BEGINNING JULY 1, 2020 – ENDING JUNE 30, 2021 FOR THE CITY OF
ATKINS, IOWA. Svejda seconded the motion. Ayes: Rinderknecht, Svejda, Robison,
Spading and Shepard. Nay: None. Absent: None. Motion carried.

The next Regular Council Meeting date for Monday, April 16th, 2020 at 7:00PM at Atkins
City Hall, 480 3rd Ave, Atkins.
