Minutes of Atkins City Council Meeting
May 4th, 2020 Atkins, Iowa
Council met in Regular session. Members present by roll call via teleconference due to COVID -19 response were Heather Rinderknecht, Nathan Shepard, Lana Robison, Robert Spading and Joey Svejda. Absent: None. Also, present in person: Mayor Bruce Visser and Amber Bell City Clerk. Nick Eisenbacher from Snyder & Associates, Wes Howard from Cedar Ridge Homes, Todd Damon from Atkins Public Works, Molly Stark, Mike Palumbo, Andrew Burkart, Derek Schroder, Christopher Yeater, Maria Olson and Pastor Doug Woltemath were also called on the teleconference. Mayor Bruce Visser called the meeting to order at 7:09 pm.

Spading made a motion to approve the consent agenda for May 4th, 2020 Including: City Council Minutes April 20th, 2020. With the correction of a statement made by Shepard. The Minutes should have reflected that in Shepard’s opinion the actions of the Mayor were unconstitutional when he issued the Emergency Proclamation for the City of Atkins.

The Council held a discussion on pedestrians crossing 33rd Ave. Some items discussed were signage, speed limits, alternative routes, and traffic studies. Shepard made a motion to form a traffic committee to research information on addressing this intersection and other traffic related concerns. The motion was seconded by Spading. Ayes: Svejda, Rinderknecht, Spading, Robison, and Shepard. Nay: None. Absent: None. Motion carried. Rinderknecht made a motion to approve using the King style of lighting in the new Stoneridge Addition. Svejda seconded the Motion. Ayes: Svejda, Rinderknecht, Spading, Robison, and Shepard. Nay: None. Absent: None. Motion carried.

Spading made a motion to approve the Notice of Public Hearing to be published. Rinderknecht seconded the motion. Ayes: Svejda, Rinderknecht, Spading, Robison, and Shepard. Nay: None. Absent: None. Motion carried. The reason for the budget amendment is because the City of Atkins had to do extensive work on Well #2 that was not previously budgeted for.

The Council discussed the issue of burning in the City of Atkins. The Council discussed some on the pro and cons of allowing burning in the City. The Council did not vote on this subject. No action was taken.

Svejda made a motion to renew a lease with St. Stephens Lutheran Church. This lease allows the City to use the baseball field in return for the City paying for the Mowing of only the baseball field. Robison seconded the motion. Ayes: Svejda, Rinderknecht, Spading, Robison, and Shepard. Nay: None. Absent: None. Motion carried.

The Council had a discussion on the City Solid Waste and Recycling contract with Waste
Management. No action was taken, and no vote held for this item. The Council asked for a
representative from Waste Management talk with the Council.

Svejda made a motion to approve to adopt Resolution #778 Street Maintenance 2020 Contract with LL Pelling for $48,798.65. Spading seconded the motion. Ayes: Svejda, Rinderknecht, Spading, Robison, and Shepard. Nay: None. Absent: None. Motion carried.

Shepard made a motion to approve the purchase of a Signpost Driver Equipment for Public Works with a do not exceed amount of $4,500.00. Spading seconded the motion. Ayes: Svejda, Rinderknecht, Spading, Robison, and Shepard. Nay: None. Absent: None. Motion carried.

The Council discussed the City of Atkins City Administrator possible position and consider a part time City Administrator. No action was taken, and no vote held for this item. Damon gave the Council an update on Public Works items.

The next Regular Council Meeting date for Monday, May 18th, 2020 at 7:00PM at Atkins City Hall, 480 3rd Ave, Atkins. The meeting on May 18th, 2020 will also have a Public Hearing to consider an Amendment to the FY2019-2020 City Budget. Due to the declared State of Emergency the Council meeting will be conducted using teleconference. The Next Meeting Agenda will include instructions to access the system.

Spading made a motion to adjourn the meeting. Robison seconded to the motion. Ayes: Svejda, Rinderknecht, Spading, Robison, and Shepard. Nay: None. Absent: None. Motion carried.
