June 29th, 2020 Atkins, Iowa – Work Session

Council met in Work Sesson Meeting in the Council Room, Atkins City Hall, 480 3rd Avenue Atkins Iowa. Teleconference was available and conducted due to COVID -19 response. Council met in Work Session at 6:00 pm June 29, 2020: Council members present at City Hall Council Room; Heather Rinderknecht, Joey Svejda, Lana Robison. Absent: Nathan Shepard, Robert Spading. Also present at City Hall Council Room Mayor Bruce Visser. City Clerk Amber Bell was absent. Mayor Bruce Visser called the Work Session meeting to order at 6:00 PM pm with roll call and instructions for the teleconference option.

Motion by Rinderknecht to approve the Work Session agenda, second by Svejda.Roll Call vote Aye: Rinderknecht, Svejda, Robison, Nay: None. Motion carried. Work session agenda item: Sample Employee Handbooks from Adel Iowa and Forest City Iowa were reviewed for comparison. handbook style, employee benefits, vacation carryover, employment catagories, residency requirements discussed. No Council policy votes or actions were conducted in Work Session. Motion by Rinderknecht to adjourn the work session, second by Robison. Roll Call vote, Aye Rinderknecht, Svejda, Robison: Nay none: Motion carried, Mayor Visser declared the work session adjourned at 6:55 pm.

Council met in Special Sesson Meeting in the Council Room, Atkins City Hall, 480 3rd Avenue Atkins Iowa. Teleconference was available and conducted due to COVID-19 response.

The City Council met in Special Session at 7:00 pm June 29, 2020. Council members present at City Hall Council Room; Heather Rinderknecht, Joey Svejda, Lana Robison. Absent: Nathan Shepard, Robert Spading. Also present at City Hall Council Room Mayor Bruce Visser. City Clerk Amber Bell was absent, Westin Bishop. By teleconference Nick Eisenbacher, Snyder Assoc, Dan Rammelsberg, Atkins Fire Chief, Jeremy Rinderknecht. Mayor Bruce Visser called the Special Session meeting to
order at 7:05 pm with roll call and instructions for the teleconference option. Svejda made a motion to approve the consent agenda for June 29th, 2020 which included; Approve Council Minutes Special Session June 10, 2020, Approve Council Minutes Special Session – Work Session June 15, 2020, Approve Council Minutes Regular Session June 15, 2020 and list of bills for approval June 29, 2020. Second by Rinderknecht. Roll Call vote; Aye; Rinderknecht, Svejda, Robison, Nay; none. Absent; Nathan Shepard, Robert Spading. Motion carried.

Council discussed the Storm Water Proposal (2018 – Snyder) to include new development to the proposal. Motion by Robison to discuss with Drainage Committee an update to the Storm Water Proposal to include new developments. Second by Rinderknecht. Roll Call vote; Aye; Rinderknecht, Svejda, Robison, Nay; none. Absent; Nathan Shepard, Robert Spading. Motion carried.

Council discussed the 28E Agreement between the City of Atkins, Iowa and the Benton#3-Linn#5 Benefited Fire District for Fire and Emergency Medical Services. Comments were heard from the Fire Chief concerning the requirement for NFPA level maintenance. Clarifying language will be added but does not change the intent of the agreement. Rinderknecht made a motion to approve the agreement, with final approval at a later date when legal names are determined. Second by Svejda. Roll Call vote; Aye; Rinderknecht, Svejda, Robison, Nay; none. Absent; Nathan Shepard, Robert Spading. Motion carried. Next Regular Councl meeting will be held Monday July 6, 2020 at 7:00 pm with a

Work session preceding at 6:00 pm., at the Atkins City Hall, 480 3rd Avenue Atkins Iowa, Due to the Governors Declared State of Emergency the Council meeting may be conducted using teleconference. Meeting agenda will include instructions to access the meeting. Council heard comments from the public concerning information on property zoning regulations. Motion by Robison, second by Svejda to adjourn the meeting. Roll Call vote; Aye; Rinderknecht, Svejda, Robison, Nay; none. Absent; Nathan Shepard, Robert Spading. Motion carried. Mayor Visser declared the meeting adjourned.

Council met in Regular Meeting. Members present by roll call were Nathan Shepard, Heather Rinderknecht, Joey Svejda, Lana Robison, and Robert Spading. Absent: None. Mayor Bruce Visser and Amber Bell City Clerk. Nick Eisenbacher from Snyder & Associates, Dick Lange,
Jeremy Rinderknecht, Cathy Becker Atkins Public Library, Todd Damon Atkins Public Works, Mayor Bruce Visser called the meeting to order at 7:00 pm. Spading made a motion to approve the agenda for July 6th, 2020. Rinderknecht seconded the motion. Ayes: Svejda, Shepard, Rinderknecht, Spading and Robison. Nay: None. Absent: None. Motion carried. Shepard made a motion to approve Snyder & Associates to conduct a Traffic Study on the intersection of 33rd Ave and Pleasant Hill Dr in Atkins Iowa. Robison seconded the motion. Ayes: Svejda, Shepard, Rinderknecht, Spading and Robison. Nay: None. Absent: None. Motion carried.

Shepard made the motion to table the discussion concerning Planning and Zoning expenditures. This item will be added to the next agenda. Robison seconded the motion. Ayes: Svejda, Shepard, Rinderknecht, Spading and Robison. Nay: None. Absent: None. Motion carried.

Robison made a motion to obtain or create a roster of alternate people who may be able to fill in the clerk’s office. Shepard seconded the motion. Ayes: Svejda, Shepard, Rinderknecht, Spading and Robison. Nay: None. Absent: None. Motion carried.

Rinderknecht made a motion to make a job description for a Deputy City Clerk Position and a Public Works position. Svejda seconded the motion. Ayes: Svejda, Shepard, Rinderknecht, Spading and Robison. Nay: None. Absent: None. Motion carried.

Shepard made a motion to review a city employee performance evaluation on July 20th, 2020. Robison seconded the motion. Ayes: Svejda, Shepard, Rinderknecht, Spading and Robison. Nay: None. Absent: None. Motion carried.

Shepard made a motion to get updated quotes from IT professionals to network all City Buildings. and to add technology to the Council Chambers to support online meetings. Robison seconded the motion. Ayes: Svejda, Shepard, Rinderknecht, Spading and Robison. Nay: None. Absent: None. Motion carried.

Rinderknecht made a motion to discontinue the Monthly Newsletter put out by the City of Atkins. Shepard seconded the motion. Ayes: Svejda, Shepard, Rinderknecht, Spading and Robison. Nay: None. Absent: None. Motion carried.

Shepard made a motion to table approving adding a glass barrier at the City Hall Office Window until more quotes are obtained. Spading seconded the motion. Ayes: Svejda, Shepard, Rinderknecht, Spading and Robison. Nay: None. Absent: None. Motion carried. Rinderknecht made a motion to approve the Concrete Street Maintenance Plan for FY 21 with an amount not to exceed of $30,000.00. Shepard seconded the motion. Ayes: Svejda, Shepard, Rinderknecht, Spading and Robison. Nay: None. Absent: None. Motion carried.

Rinderknecht made a motion to have Gworks come to the next Council Meeting to present software pertaining to Payroll, Water Billing, Asset Management and GIS Systems. Shepard seconded the motion. Ayes: Svejda, Shepard, Rinderknecht, Spading and Robison. Nay: None. Absent: None. Motion carried.

Rinderknecht made a motion to approve a City Telephone System Purchase. Svejda seconded the motion. Ayes: Svejda, Shepard, Rinderknecht, Spading and Robison. Nay: None. Absent: None. Motion carried.

Atkins public works gave an update to the City Council.

The next Regular Council Meeting is Monday, July 20th, 2020 at 7:00pm at Atkins City Hall. Due to the declared State of Emergency the Council meeting will be conducted using teleconference. The Next Meeting Agenda will include instructions to access the systemThe City Council will conduct a work Session on Monday, July 20th, 2020 at 6:00pm at Atkins
City Hall. This work session will be to discuss the City of Atkins Employee Handbook. Due
to the declared State of Emergency the Council meeting will be conducted using teleconference. The Next Meeting Agenda will include instructions to access the system. Mayor Bruce Visser and Amber Bell City Clerk, Cathy Becker Atkins Public Library. Mayor Bruce Visser called the meeting to order at 6:06 pm.

Rinderknecht made a motion to approve the agenda for July 6th, 2020. Spading seconded the motion. Ayes: Svejda, Shepard, Rinderknecht, Spading and Robison. Nay: None. Absent: None. Motion carried.

The Council discussed the process of working on the City of Atkins Employee Handbook. The council discussed and reviewed examples from other cities. The Council discussed the next steps they wanted to take in putting together the handbook.

The next Regular Council Meeting is Monday, July 20th, 2020 at 7:00pm at Atkins City Hall.
