CITY OF KEYSTONE COUNCIL PROCEEDING
August 6, 2020
The regular meeting of the Keystone City Council was held Thursday, August 6, 2020, at 6:00 pm. Roll Call members present: K.Janss, Kaiser, Kruse and Upah; Behrens was in attendance via Conference call. Absent: none. Also Present: Matt Wildmann, HR Green, Jamey Clemann, Keystone EMS and Dave Monson, City Superintendent, attended at the City Hall. Mayor, Erin Janss called the meeting to order.

Motion made by Behrens, second by Janss to approve the July 2020 minutes. Motion carried. All voted aye.
Motion made by Kruse, second by Kaiser to approve the June treasurer report. Motion carried. All voted aye.
Motion made by Kruse, second by Upah to approve the July treasurer report. Motion carried. All voted aye.
Matt Wildmann, HR Green, addressed the Mayor and Council regarding issues at the lagoon. Matt advised he could create a facility plan. Motion made by Upah, second by Kruse to create a facility plan for the Wastewater Treatment Plant. Motion carried. All voted aye.
Motion made by Upah, second by Kruse to open a public hearing for the sale of real estate. Motion carried. All voted aye. The Mayor asked for any questions or comments. No written comments or questions from the clerk. No verbal or written comments or questions from the council or audience. Motion made by Behrens, second by Kaiser to close the public hearing. Motion carried. All voted aye.
Motion made by Upah, second by Behrens to approve Resolution 08-06-20, Sale of Real Estate of 204 Railroad Street. Motion carried. All voted aye.
Motion made by Janss, second by Upah to approve a revision to the building permit for Steve Vargason, 87 6th Avenue to erect a 48×80 building with a 16×24 extension. Motion carried. All voted aye.
Motion made by Kruse, second by Upah to approve a building permit for Brandon and Rebecca Andresen to erect a 2766 sq ft home at 408 1st Avenue. Motion carried. All voted aye.
Motion made by Kaiser, second by Behrens to approve the liquor license renewal for the Keystone Mini Mart. Motion carried. All voted aye.
Motion made by Janss, second by Kaiser to approve a 5-year contract from J&R Sanitation for garbage and recycling services. Motion carried. All voted aye.
Motion made by Kruse, second by Behrens to approve the Benton County Sheriff’s contract. Motion carried. All voted aye.
Motion made by Kaiser, second by Kruse to send termination notice to Tyler Franzenburg for the ground rental in Keystone. Motion carried. All voted aye.
Motion made by Kruse, second by Upah to approve the bills as read. Motion carried. All voted aye.
