Minutes of Atkins City Council Meeting

August 13th, 2020 Atkins, Iowa

Council met in Special Session. Members present were Nathan Shepard, Heather Rinderknecht, Joey Svejda, Lana Robison, and Robert Spading. Absent: None. Mayor Bruce Visser and Amber Bell City Clerk, Todd Damon from Atkins Public Works, Cathy Becker from Atkins Public Library joined also by JR Becker and Dave Becker, Pastor Douglas Woltemath, Fire Chief Dan Rammelsberg from Atkins Volunteer Fire Department, Dick Lange, Mayor Bruce Visser called the meeting to order at 6:00 pm.

Rinderknecht made a motion to Approve the agenda. Spading seconded the motion. Ayes: Svejda, Shepard, Rinderknecht, Spading and Robison. Nay: None. Absent: None. Motion carried.

The Council discussed Storm Cleanup. The Council received an update on the status of all the City
Buildings/properties. The Council discussed an Emergency Proclamation, a possible curfew, parking and storm cleanup contractors. The Council opened the meeting for other business.

August 17th, 2020 Atkins, Iowa Council met in Regular Meeting. Members present were Nathan Shepard, Heather Rinderknecht, Joey Svejda, Lana Robison, and Robert Spading. Absent: None. Mayor Bruce Visser and Amber Bell City Clerk. Nick Eisenbacher from Snyder & Associates, Todd Damon from Atkins Public Works, Cathy Becker from Atkins Public Library, Tom Gerhold, Dave Duball, Pastor Douglas Woltemath. Mayor Bruce Visser called the meeting to order at 7:00 pm.

Robison made a motion to Approve the Consent agenda including a list of bills with the addition to pay out up to 80 hours of Comp Time to employees that requested payout. Shepard seconded the motion. Ayes: Svejda, Shepard, Rinderknecht, Spading and Robison. Nay: None. Absent: None. Motion carried.

Shepard made a motion to approve a resolution authorizing the City of Atkins, Iowa, to submit an Iowa Department of Transportation Traffic Safety Improvement Program Application for partial funding of the 33rd Avenue & 5th Street Intersection Pedestrian Safety Improvement Project. The motion was seconded by Robison. Ayes: Svejda, Shepard, Rinderknecht, Spading and Robison. Nay: None. Absent: None. Motion carried.

The Council discussed the contract award for the Atkins Concrete Street PCC repairs. The bid letting has been delayed due to the August 10th Derecho. No Action on this item.

The Council also discussed leasing land for temporary storm debris storage and Storm Cleanup business. No action was taken on this item.

August 25th, 2020 Atkins, Iowa

Council met in Special Session. Members present were Nathan Shepard, Heather Rinderknecht, Joey Svejda, Lana Robison, and Robert Spading. Absent: None. Mayor Bruce Visser and Amber Bell City Clerk, Todd Damon from Atkins Public Works, Cathy Becker from Atkins Public Library joined also by JR Becker and Dave Becker, Pastor Douglas Woltemath, Gordy Jacobson from City of Atkins Planning & Zoning Commission joined by Kathy Jacobson, Kirk Draper from the City of Atkins Library Board, and Fire Chief Dan Rammelsberg from Atkins Volunteer Fire Department. Mayor Bruce Visser called the meeting to order at 6:00 pm.

Spading made a motion to Approve the agenda. Svejda seconded the motion. Ayes: Svejda, Shepard,
Rinderknecht, Spading and Robison. Nay: None. Absent: None. Motion carried.

The Council listened to an update about the Storm Cleanup. The Council received an update on the status of all the City Buildings/properties. The Council discussed brush pickup. The brush pickup will continue once a week through the whole City through September. The needs of the brush pickup will be reassessed at a later meeting.

The Council opened the meeting for other business.

The next Regular Council Meeting will meet on Tuesday, September 8th, 2020 at 7:00pm, at Atkins City Hall, 480 Third Avenue Atkins, Iowa. Due to the declared State of Emergency the Council meeting will be conducted using teleconference. The Next Meeting Agenda will include instructions to access the system.

Due to the Governors Declared State of Emergency the Council meeting may be conducted using teleconference. Meeting agenda will include instructions to access the meeting.
